Box 707 <br /> Concord, NC 28025 <br /> <br />Dear Charlie: <br /> <br />As you may know, the Board of Delegates of the Centralina Council of Governments <br />are presently seeking Economic Development District (EDD) designation far Region <br />F. A prerequisite to this designation is a written document from 75% of the member <br />county governments. <br /> <br />The purpose of this letter ia to request that the Cabarrus County Board of Commia- <br />sioners take action on a resolution to be delivered by your COG liaison representa- <br />tive. A copy of the resolution is enclosed for your reviewing purposes. <br /> <br />In ~rch 1976, two and one-half years ago, the COG Board of Delegates established <br />as policy that Centralina COG become an EDD if the U. S. Department of Commerce <br />changed it's rules as that regional agencies whose governing board consists of <br />100% elected officials would be eligible. <br /> <br />This change has not been made yet; however, at the June 1978 meeting, the Board <br />of Delegates directed the COG staff to begin active involvement in economic deve- <br />lopment planning and to complete as many of the requirements as possible on pur- <br />suit of EDD designation. <br /> <br />There are several benefits available to local governments who choose ts partici- <br />pate in an EDD. You will find enclosed a copy of the EDA publication which out- <br />lines the general elements and benefits of the EDD program. The major advantage <br />lies in the 10% bonus which Redevelopment Areas may receive on any EDA grants <br />fsnded under the Public Works and Economic Development Act of 1965 (P.L. 89-136). <br /> <br />Since all eight counties in Region F have been designated Redevelopment Areas, <br />all participating jurisdictions would be eligible. COG will also through desig- <br />nation be able to offer assistance to the counties in composing their annual OEDP <br />updates. With all counties actively involved in economic development, COG dele- <br />gates feel that through the EDD program, COG can offer some meaningful assistance <br />in economic development and EDA programs. <br /> <br /> <br />
