E. <br />Concord, North Garolins 28025 <br /> <br />Dear Mr. Hawfield: <br /> <br /> The 1977 Session of the North Carolina General Assemb_~b_.l.y passed a Nursing Home <br />Patients' Bill of Rights which mandates that a nursing home communtt~ advisory commit- <br />tee be established in each county of North Ca~bllna which has s nursing home by <br />March 1, 1979. These committees are to be respoDsible to~,$he needs of nursin~ home <br />residents an~ are to p~o~ote communit~ involvement and cooperation with nursing homes. <br /> Boards of County Commissioners have the responsibility for ~ppointment of these <br />community advisory conm~ittees prior to January 1 1979. Therefore, in order to ac- <br />quaint you with the legislati6n which spells out the role of the County Commissioners, <br />enclosed is a copy of House Bill 1547 which pertains to these cormntttees. This Bill <br />was ratified by the recent short session of the General Assembly and represents con- <br />stderable changes from the original legislation that was passed in 1977. <br /> <br /> My office: the No_~rth Carolina Division of Aging, has been delegated the responsi-~ <br />billty for implementing these advisory committees statewide, for training them, an~ <br />~'-~'oviding them with continued support. Mary Bethel, Nursing Home Ombudsman on my <br />~aff, will be heading up this program, and mhe has devised plans for implementing <br />these committees in each of the 74 counties that 'currently have nursing homes. She <br />has been in contact with Ron Aycock, Executive Director of your Association, about <br />these plans and will be contacting each ~f you in the next several months with more <br />information including suggestions of typ~s of persons to appoint. If possible, she <br />would like for you to hold off on making your appointments until she contacts you. <br /> <br /> Your role in relation to these community advisory committees is an important one <br />since the effectiveness of a committee depends to a large extent on its members. My <br />office looks forward to working cooperatively with you to see that persons with the <br />interest, the knowledge, and the time are selected for these committees.
