Each member govern~etA1 unit shall be entitled to oe~ vote gn all <br /> matters coming before the Council or' before any committee to Which <br /> such member uait ia duly appointed. Ail votes shall be cast by the <br /> delegate, or in his absence, by an alternate delegatg of the member <br /> government. <br /> B. Representatiom~ by ~legate or alteraate, from a simple majority of <br /> the mmmher governmm~taJ. ~ts at aay regular or special meeting of <br /> the Council, or represemtatton, bY a delegate or alternate, from <br /> slmple majority of-the mamberahl~ of a~y committee at any committee <br /> meeting, shall co~titute a quorura at any such Council or comm{tt~e <br /> meeting.
