~roposed Charter Amendment <br /> <br /> The Charter of the Centralina Council of Covernments states: <br /> <br /> ITF~[ XII <br /> Ammnd~ent of Charter - - - . <br /> A. The Cotmcil may for~mlly reco~-a~d to the member governments <br /> resolutio~ to ~m~ud the Charter'by affirmative vote of at least three-fourths <br /> of the represemtatlves present at any masting at which a quorum was presser, <br />.provided notice of such vote has been give~ in accordance with the Bylaws. <br /> Said amendment shall become effective when the resolution has been duly <br /> adopted by three-fourths~of the member govermmental units. <br /> <br />In accord with that procedure, the Bylaw ahd ChartEr Committee recommends <br /> that Item ~F~ of the Charter be amended as follows: <br /> <br /> 1.' Add at the begimmimg of paragraph A, "Except as provided in paragrap~ <br /> D of this Item . . .", <br /> <br /> 2. .Add the following new paragraph D to Item VI: <br /> <br /> D. Any member g6vernm~ntai unit shall be entitled to request <br /> that any ~atter requiring a vote of th~ Council be considered <br /> by weighted voting in accordance with the following procedures: <br /> <br /> 1.A request for weighted voting must he mede after the motion is <br /> made and before any vote on the motion is taken. <br /> <br /> 2. The vote on any matter appearing on the written agenda foc the <br /> meeting, aad upon which weighted voting has been requested, must <br /> ' he takea at that meeting unless the vote is postponed by a two- <br /> thirds non-weighted vote of the delegates. <br /> <br /> 3. Each member governmeatal uait shall be entitled to cast one ~ote <br /> for each 50,000 residents of its jurisdiction (or portion thereof) <br /> as determined by the census used in assessing members! dues for <br /> the current fiscal year. A simple majority of the votes cast <br /> shall he required for passage of any motion unless ~he Charter <br /> or Bylaws require a larger affirmative vote om particular matters. <br /> <br /> 4. Anything contained in these weighted voting procedures to the <br /> contrary nowithstanding, if os any motion utilizing weighted <br /> voting any three (3) county memher governments shell <br /> negative votes, the motion shall fail unless the motion would <br /> have carried withou~ the use of weighted voting. <br /> <br /> 5.
