MEMORANDUM January 14, 1977 TO: ~yors and Chairmen of County Co~mmissioners, Member Governments FROM: Robert Randall, Chairman The Bylaw and Charter Committee of the Centralina Council of Governments has developed a proportional vote proposal that would allow each member government to have one vote for each 50,000 population. This proportional voting proposal can be viewed as a compromise between the view of: -Mecklenburg County who feel that since they represent 41% of the region's popu- lation and pay 27% of the COG's total local government assessment, they should have one vote for each 25~000 population or part thereof, and -Other jurisdictions who fear domination by the largest member. The Committee feels that its proposal does allow for a measure of proportional voting but also has strong safeguards against its misuse. In any case, the pro- portional vote would only be used when specifically requested. At the COG meeting on January 12th, and by an affirmative vote of over three- fourths of the representatives present, the Council voted to formally recommend to the member governments a Charter amendment as described on the attached page.' The Council would appreciate it if your governing hoard would consider this matter and adopt a resolution to amend the Council of Governments Charter as proposed. It will be effective only after 35 of our 46 member governments have so resolved. If you would like George Mpnaghan, our Executive Director to be present when your Board considers this matter, please call him at 372-2416. Prompt consideration by your Board would be appreciated. If you Board adopts it, please have your Clerk certify to the adoption of your resolution approving the amendment to the Charter as recommended by the Council of Governments.
