MEMORANDUM <br /> <br /> January 14, 1977 <br /> <br /> TO: ~yors and Chairmen of County Co~mmissioners, <br /> Member Governments <br /> <br /> FROM: Robert Randall, Chairman <br /> <br /> The Bylaw and Charter Committee of the Centralina Council of Governments has <br /> developed a proportional vote proposal that would allow each member government <br /> to have one vote for each 50,000 population. This proportional voting proposal <br /> can be viewed as a compromise between the view of: <br /> <br /> -Mecklenburg County who feel that since they represent 41% of the region's popu- <br /> lation and pay 27% of the COG's total local government assessment, they should <br /> have one vote for each 25~000 population or part thereof, and <br /> <br /> -Other jurisdictions who fear domination by the largest member. <br /> <br />The Committee feels that its proposal does allow for a measure of proportional <br />voting but also has strong safeguards against its misuse. In any case, the pro- <br />portional vote would only be used when specifically requested. <br /> <br />At the COG meeting on January 12th, and by an affirmative vote of over three- <br />fourths of the representatives present, the Council voted to formally recommend <br />to the member governments a Charter amendment as described on the attached page.' <br /> <br />The Council would appreciate it if your governing hoard would consider this matter <br />and adopt a resolution to amend the Council of Governments Charter as proposed. <br />It will be effective only after 35 of our 46 member governments have so resolved. <br /> <br />If you would like George Mpnaghan, our Executive Director to be present when your <br />Board considers this matter, please call him at 372-2416. Prompt consideration <br />by your Board would be appreciated. <br /> <br />If you Board adopts it, please have your Clerk certify to the adoption of your <br />resolution approving the amendment to the Charter as recommended by the Council <br />of Governments.
