Merck 2, 1977 ,' ' ' TO: Charles Hc Ginni FROH: George Monaghan ~'~' 0 ' ~ At the present ·time COG has a subcontract with the Cabarrus County Community Rela- tions Commission in the amount of $98,673' to operate a Youth In-School program from October.1976 to the end of June'%977 under the-CETA Title'I;program;_.. At the meeting of the Regional Manpower Advisory Committee meeting on February 1977~ it was recommended that t~e c~ntract be amended to provide $37,752 additional funds to he used between }larch 1, 1977 and the end of June 1977. Subject to the concurrence of the Council of Govermnents at their meeting on Mar~h 16~ 1977, it is Centralinats intention to execute t~t amendment with the CCCRC. By action of the Caharrus County Commission on February 10, the ordinance creating the CCCRC was repealed effective 3~31-77. Therefore, acting, under the terms of our suhcontract, C~entra.lin~ intends to terminate its subcontract with CCCRC by mutual consent effective 3-31-77, [~e have contacted Mr. Ben Carraway, Audit Supervisor, ~NC.Offig~.. of .._Employment and TraininJ~, and Mr. Bill Blalock of ILls staff w~i~l .con- duct a.. preliminary audit of CCCRC on March 8t 1977, This is not the official D6L audit tbat l.w{ll need to be prepJred by an independent auditor working under contract with'OET, however it should indicate whether or not there are any ma.lor fiscal or progra, m p. roblems, at this point in the program as operated by CCCRC. We have asked Mr. Blalock to contact you [~len 5e has completed h_is preliminary audit to give ~ou a~__report on ]lis findi,~gs. (The official audit will be part of a Statewide contract that will not be executed until 1978.) If the Cabarrus Count~ Commission wishes to be~in operating, the Youth In-School pro- gram in the' County effective 4-1-77,, they should indicate this at the COG Board ~eeting on 3-16-77.- At that time q~ now plan to seek Board approval for execution of suc~ a subcontract with the County. Since the amount of funds that would be provided in the subcontract with the County is the amount unexpended by CCCRC and since that precise fignre will not be'knOwn': until after 4-1~77, our subcontract would be for an estimated amount and this amount would then he amended in April or }[ay to conform to the exact amount 9nexpended.
