Our Commission is vitally concerned about the <br /> recreational needs of Concord and Cabarrus County citizens and we in no way want to <br /> exclude county residents from City owned facilities. However, the Concord Park and <br /> Recreation Commission feels that due to our tight operating budget and the fact that <br /> Cabarrus County residents are participating quite frequently in ouz programs, that some <br /> form of financial assistance is quite necessary to continue services at the current <br /> level for county participants. <br /> <br /> In May 1976 the Concord Park and Recreation Commission appeared before the Cabarrus <br /> County Recreation Co~mmisslon and asked for financial assistance in the amount of ~20,000. <br /> This request, for reason unknown, was evidently denied. However, the Concord Park and <br /> RecCeation Commission was never notified of the'outcome of their request. The. Commission <br /> hereby wishes to issue another request directly to the Cabarrus County Commissioners for <br /> financial assistance in the amount of $15,000 for the 1976-1977 budget year and lists <br /> the following reasons in support of this request: <br /> <br /> i. The Concord Park and Recreation Commission's operating budget is <br /> supported for the most part by a special tax levy paid by the <br /> citizens of Concord and in which Cabarrus County residents do not <br /> participate. <br /> <br /> 2. Ail City of Concord tax payers pay Cabarrus County tax and the <br /> Park and Recreation Co~mission ~ssumes a portion of this money is <br /> used to support the Cabarrus County Recreation Commission who delivers <br /> no recreational or park services'to-Concord City residents. The-Park <br /> and Recreation Commission feels that part of that' tax money should be <br /> returned to Concord residents in tile form of recreational services. <br /> <br /> 3. The Concord Park and Recreation Commission did a survey to determine <br /> the number of county resident~ participating in certain'selected <br /> services (these particular servlces were selected for their ease of <br /> accountability and control and the surveys were taken on a random <br /> basis) from September 1975 to March 1976.
