Section 4. A~tendance. Each member shall be expected to attend <br /> at least 75 per cent of all regular meetings on an <br /> annual basis and to notify the Chairperson of antic- <br /> ipated absences. A member not meeting this atten- <br /> dance expectation may be replaced by a majority vote <br /> of the membership. Replacement procedures shall be <br /> implemented as quickly as possible under Article III, <br /> Section 5. <br /> <br />Section 5. Open Meetings. The meetings of the Council shall be <br /> open to the public is accordance with the laws of the <br /> State of North Carolina. <br /> <br /> ARTICLE VI - O0MMI~TEES <br /> <br />The Chairperson is authorized to appoint such committees and <br />task forces as are necessary for the conduct of Oouneil business. <br /> <br /> ARTIOLE VII - RULES OF PROCEDURE <br /> <br />Robert's Rules of Order Newly Revised, subJeOt to these bylaws, <br />shall govern the procedures of all meetings of the Council. The <br />Chairperson may appoint a parliamentarian. <br /> <br /> ARTICLE VIII - AMENDMENTS <br /> <br />These bylaws may be amended at any regular meeting of the Coun- <br />cil by a majority of the membership provided that a copy o£ the <br />proposed amendment has been submitted in writing at the previous <br />regular meeting. <br /> <br /> <br />
