ARTICLE IV - OFFICERS section 1. Officers Defined. The officers of the Council shell consist of a Chairperson, a Vice Chairperson, a Sec- retary and a Treasurer elected by the Council from its membership. Section 9. Duties. The duties of the officers shall consist of the following: A. Chairperson. The Chairperson shall call, and pre- side at meetings and appoint committees and task forces. B. Vice Ohatrperson. The Vice Chairperson shall, in the absence of the Chairperson, assume the duties of the Chairperson and perform other duties delegated by the Chairperson. C. Secretary. The Secretary shall take the minutes of each Council meeting and shall, within a rea- sonable length of time prior to the next meet- ing, furnish copies of the minutes to all mem- bers of the Council and to all members of the Oabarrus County Board of Oommissloners. D. Treasurer. If money is received above the authorized level of support of the Cabarrus County Board of 0ommissloners, the T~easurer shall make arrangements with the county fi- nance menager for its reception and disburse- ment. Any expenditures and disbursements made by the Treasurer as e result of these arrange- merits shall be reported monthly to the Council. Section 3. Officers shall be elected annually at the September meeting. ARTICLE V - MEETINGS Section 1. Regular Meetings. Regular meetings shall be held once each month. Section 2. Special Meetings, Special meetings may be called by the Ohairperson or at the request of a majority of the members. The purpose of the meeting shall be stated in the call. Except in cases of emer- gency, at least three days' notice shall be given. Section 3. Quorums. A majority of the members shall consti- tute a euorum for the transaction of business at any meeting.
