STATE OF NORTH CAROLINA DEPARTMENT OF HUMAN RESOURCES August 18, 1977 Dea- Chairman: On July 18, 1977, Secretary Morrow advised you of the plans and actions taken by her office in regard to implementing a state-wide program of com- prehensive community-based alternatives. Since that time this office (the Community-Based Alternative Section of the Assistant Secretary For Children) has prepared for her approval the program policies and procedures, a copy of which is attached for your in- formation. These policies and procedures wave now been reviewed and adopt- ed as official State Policy in compliance with the provisions of G.S. 150A (The Administrative Procedures Act). Any additions, deletions or amendments to these procedures will be done in compliance with G.S. 150A. Under the provisions of G.S. 143A-205(7) it is the responsibility of the Secretary of the Department of Human Resources to adopt an equitable funding formula for the distribution of State funds appropriated for the development or continuation of Community-Based programs for delinquent and undisciplined youth. The enclosed policies and procedures include a detailed explanation of that formula as well as guidelines for the appropriate utilization of the funds that are available for FY 1977-78. Also enclosed you will find a Letter of Intent to Participate that shows the exact amount of your county's share of the community-based alternative money for the current fiscal year, as well as the Dercen~ of local match that will be required. The rationale for the matching formula is also included in ~ne policies and procedures. In order to maximize the ut';lization of available funds I am requesting that each county notify this office of their intent to participate by returning a signed copy of the Letter of Intent to Participate by October 15, 1977. Monies that have been designated for coun- ties not responding by that date will then be redistributed to participating counties and notification to that effect will be made not later than Novem- ber 15, 1977. -IL should be stressed that the Letter of Intent to Participate is only a statement of intent to participate. Any time following the s~gning of this document a county may begin to draw down funds by submitting a Program Agree- ment through their Regional Community-Based Alternative Field Consultant.
