Philosophy and Intent <br /> <br /> The philosophy of the community-based alternative effort <br />in North Carolina is that local governments and state govern- <br />ment share the responsibility for assisting troubled youth <br />become effective contributing members of our society. The <br />role of the State, as carried out through the Department of <br />Human Resources, is %o provide technieal and financial assist- <br />ance to communit!es that are developing service programs. Fi- <br />nancial assistance is provided by al]ocatin9 State appropriations <br />through county governments to direct service programs. Tech- <br />nical assistance is provided %o both county officials and <br />program directors by eight field consultants located across <br />the state and a central of£ice maintaining a repository of <br />juvenile justice information as well as two staff members <br />responsible for program development and community awareness. <br /> <br /> The role of the State in regard to the community-based <br />alternatives effort is unique in the nation in %hat the State <br />does not own or operate the programs receiving state assist- <br />ance. Rather, the State serves as a helping partner to local <br />governments and cStizen groups as they develop and operate <br />their own programs. <br /> <br /> The intent of the Department of Human Resources in <br /> <br />this effort is to provide a continuum of services at the <br />local.level to address the problems of delinquency and un- <br />disciplined behavior. <br /> <br /> <br />
