STATE AND LOCAL RESPONSIBILITIES <br /> <br /> DEPARTIqENT OF HUMAN RESOURCES <br /> <br /> a. To establish an equitable funding formula and fund allocation process <br /> <br /> b. To account to the Governor and General Assembly on the effective use of the <br /> state appropriations for Community-Based Alternatives. <br /> <br /> c. To provide .technical assistance to county officials, county juvenile planning <br /> task forces, and program operators in regard to Community-Based Alternatives. <br /> <br /> d~ To work in consort with the Governor's Crime CommissiDn for the effective <br /> utilization of federal funding for Community-Based Alternatives. <br /> <br /> e. To insure that programs receiving state funds comply with civil rights and <br /> equal employment guidelines. <br /> <br /> f. To otherwise implement the responsibilities enumerated in G. S. 7A-289.13, <br /> 7A-289.14, and 7A-289.15. <br /> <br /> COUNTIES <br /> <br /> a. To notify in writing ~be Department of Human Resources of their intention <br /> <br /> to participate in the Co~unity-Based Alternatives funding program. <br /> <br /> b. To examine the need for establishing a planning body composed of private citizens <br /> and human services professionals to advise the county commissioners ow the <br /> most effective utilization of resources to address thei~ juvenile justice needs, <br /> <br />c. ~o insure that Community-Based Alternative dollars are used exclusively For <br /> programs that provide direct services to children who have been either adjudi- <br /> cated as juvenile delinquents or are at risk of being formally involved in <br /> the juvenile justice system. <br /> <br />d. To determine whether or not it is in their best interest to cooperate with <br /> <br /> other counties for the development of programs to address their juvenile needs. <br /> <br />e. To utilize generally accepted accounting procedures that guarantee the integ- <br /> <br /> rity of the expenditure of Con, unity-Based Alternative funds in local programs. <br /> <br />f. To report to DHR on a quarterly basis, the balance of Community-Based Alternative <br /> funds 6nspent. Each county will 'include in their third quarter report a state- <br /> merit of their anticipated expenditure for the fourth quarter, if the to~al <br /> year's anticipated expenditure is less than that counties yearly allotment, <br /> DHR may reallocate the balance as it deems necessary. <br /> <br /> <br />
