COI,!NUN ]TY- BASED FUND <br /> <br /> PURPOSE OF FUND <br /> <br /> (al The purpose of the Community-Based Fund is to provide state funding to counties <br /> to assist in tile development of Community-Based Alternatives, both residential <br /> aod non-residential, for children at risk. These programs may address the <br /> status offender, tile delinquent, and/or the abused and neglected child. <br /> <br /> (b) The Community-Based Fund is administered by the Co~nunity-Based Alternatives <br /> Section, Department of Human Resources, under the supervision of the Secre- <br /> tary of Human Resources. The Secretary of Human Resources is responsible <br /> for devising a formula to disburse state funds allocated by the General <br /> Assembly for community-based programs. <br /> <br /> (c) These regulations shall become effective on August 29, 1977. The funding <br /> formula adopted in conjunction with these regulations will expire on June 30, <br /> 1978, at which time the funding formula may be subject to review and revision~ <br /> History Note: G.S. 143B-204-210. <br /> <br />~ROC£SS ~OR COUNTY <br /> <br /> Every county will be sent notification by letter of the amount of community- <br />based funds available to tileir county and the cash ~atch reguired to be able to <br />utilize these state appropriated community-based dollars. The connties will be <br />asked to indicate their desire to participate by means of a letter from the chair- <br />person of tile county commissioners. Counties will De expected to respond to the <br />notification letter by October 15, 1977. <br /> <br /> History Note: G.S. 143B-204-210. <br /> <br />FUNDING FORHULA <br /> <br />(t) Every county that notifies the Department of Human Resources of its intention <br /> to participate will receive a base grant of $2,500. <br /> <br />(2) The remainder of the Co~nunity-Based Alternatives fund will be allocated to <br /> each county based upon the proportion of the county's population which is <br /> l0 through t7 years old in comparison to the proportion for every other <br /> county in the sta~e. <br /> <br />(3) Each participating county will be required to match the state dollars with <br /> local dollars based upon the counties relative ability to'pay.
