Procedure for Receiving Funds Annually, the local distributing agent will prepare a .plan for the distributfon ahd expenditure of that county's fonds. The plan must be designed to asBist in the total development of the arts in that 2. The plan will be ~ubmitted to the North Carolina Arts Council for review. 3. Up6n approval of the plan, the Council will send the funds directly to the local distributing agent. 4. At the end of the funding period~ the local distributing agent will report to the Council on the expenditure of the funds and will show that they were spent in accordance with the approved plan. Allowable Expenditures Grassroots Arts funds may be used for: --programming expenses --administrative expenses --operating expenses They may not be used for: --personnel p~sitions --capital expenditures Amount of ~unds Available Per Countz Funds will be allotted on a per capita basis according to the most recent official pop~'ation estimates of the Office of State Planning, Department of Admin- istration. }~tching Requirements Funds used to match the Grassroots Arts allotment to each county: 1. must match the allotment dollar-for-dollar 2. must be cash 3. must be local funds 4. may be either public and/or private funds 5. must be designated for community arts organizations and/or programs 6. may not be used to match other North Carolina Arts Council grants Counties Not Able to Nominate a Local Distributing Agent If a e~untY does not have an organization which meets .the standards ~et do~m above, thc ~'orth Carolina Arts Council will retain that county's per capita share oi the funds and, where feasible, the Council will spend those funds on arts pro- graumning in that county, In such cases, where feasible, the Council shall require the same ma~ehing ratio as required of those counties which administer their funds through a local distributing agent.
