Procedure for Receiving Funds <br /> <br /> Annually, the local distributing agent will prepare a .plan for the <br /> distributfon ahd expenditure of that county's fonds. The plan must <br /> be designed to asBist in the total development of the arts in that <br /> <br /> 2. The plan will be ~ubmitted to the North Carolina Arts Council for <br /> review. <br /> 3. Up6n approval of the plan, the Council will send the funds directly <br /> to the local distributing agent. <br /> 4. At the end of the funding period~ the local distributing agent will <br /> report to the Council on the expenditure of the funds and will show <br /> that they were spent in accordance with the approved plan. <br /> <br />Allowable Expenditures <br /> <br /> Grassroots Arts funds may be used for: <br /> <br /> --programming expenses <br /> --administrative expenses <br /> --operating expenses <br /> <br /> They may not be used for: <br /> <br /> --personnel p~sitions <br /> --capital expenditures <br /> <br />Amount of ~unds Available Per Countz <br /> <br /> Funds will be allotted on a per capita basis according to the most recent <br />official pop~'ation estimates of the Office of State Planning, Department of Admin- <br />istration. <br /> <br />}~tching Requirements <br /> <br /> Funds used to match the Grassroots Arts allotment to each county: <br /> <br /> 1. must match the allotment dollar-for-dollar <br /> 2. must be cash <br /> 3. must be local funds <br /> 4. may be either public and/or private funds <br /> 5. must be designated for community arts organizations and/or <br /> programs <br /> 6. may not be used to match other North Carolina Arts Council <br /> grants <br /> <br />Counties Not Able to Nominate a Local Distributing Agent <br /> <br /> If a e~untY does not have an organization which meets .the standards ~et do~m <br />above, thc ~'orth Carolina Arts Council will retain that county's per capita share <br />oi the funds and, where feasible, the Council will spend those funds on arts pro- <br />graumning in that county, In such cases, where feasible, the Council shall require <br />the same ma~ehing ratio as required of those counties which administer their funds <br />through a local distributing agent. <br /> <br /> <br />
