1 NORTH <br /> /CAROLINA 6RASSR00TS ARTS PR06RAM <br /> [ARTS <br />· J COUNCIL <br /> Raleigh, N~th Carolina 27~11 <br /> <br /> GUIDELINES <br /> <br /> The Grassroots Arts Program was established by the 1977 General Assembly to <br />provide a system through which state funds can be distributed among the counties of <br />the state on a per capita basis. The purpose of this program is to assist the <br />people of North Carolina' in developing community arts programs. <br /> <br />Designation of Local Distributing Agent <br /> <br /> The Board of Commissioners of each county may nominate one organization which, <br />if approved by the North Carolina Arts Council, will become the official distribut- <br />ing agent~for that county's Grassroots Arts funds. It will not be necessary for <br />the Co~nissioners to repeat this process annually and the official distributing <br />agent will remain so until such time as it no longer meets the necessary standards <br />as deshribed below. The determination that an organization ceases to meet the <br />necessary standards will be' the responsibility of the North Carolina Arts Council. <br /> <br /> Quality arts experiences should be the primary goal of any organization nom/- <br />hated as a local distributing agent. The organization should be one which sponsors <br />successful programs and provides useful services to its community. In addition, <br />to qualify as a local distributing agent, an organization must meet the following <br />standards: <br /> <br /> 1. It must exist primarily to aid the arts. <br /> 2.It mu~t aid the arts in all their forms, including the <br /> performing, visual and literary. <br /> 3. Its programs mast be open to the entire community and <br /> it must actively seek the involvement of all parts of <br /> the community. <br /> 4. It must be a non-profit, tax-exempt corporation which <br /> is registered with the North Carolina Department of <br /> Revenue. <br /> It must be governed by a citizen board which is not <br /> self-perpetuating. (A board is considered not self- <br /> perpetuating if its members are elected or appointed <br /> by persons other than the board members themselves <br /> and if its members serve terms limited in namber and <br /> duration. ) <br /> 6. It must have been incorporated and active for at least <br /> one full year prior to being nominated as a local dis- <br /> tributing agent. <br /> 7. It must be able to match funds available under the <br /> Grassroots Arts Program with public and/mr private <br /> funds from within the county in which it is located <br /> at a ratio of one-to-one. <br /> <br /> <br />
