<br /> Modern technology and a changing society are resulting in a rapid expansion of
<br />
<br /> 1
<br /> the roles of women. In Cabarrus County, 15,480 women work. Women are entering into, in
<br /> increasing numbers,, areas of community service, as volunteers, and as appointed and elected
<br /> community representatives. However, as women expand their social and econom/c activities,
<br /> oPpo~tunlties for their best utilizatidn are influenced by various practices and co~munity
<br /> attitudes, in such areas as employment, education, financial services, the legal system,
<br /> and family relations.

<br /> The public has become increasingly aware of the question of opportunities for
<br /> women. In 1970, the President's Task Force of Women's Rights and Responsibilities reported
<br /> to the President that "a national commitment was needed to bring about changes that would
<br />

<br /> bring women into the mainstream of American life". The Carnegie Commission reported that
<br />
<br /> the "intellectual talents of American women ~ere being wasted on such a large scale, to the
<br /> point where3 women account for the largest untapped supply of superior intelligence in the
<br /> nation':. Articles continue to appear in all media, discussing-what the expanded roles and
<br /> responsibilities of women should be.

<br /> To fully utilize the talents of women and their interest in community service,
<br /> a local agency is needed to realize the resources of women, and equally as important, to
<br /> realize the need of the cormmunity to utilize these resonrces. The establishment of a local
<br /> agency is supported because it discusses the issues with citizens at a level where their
<br /> views and problems can be responded to most fully. In North Carolina, women's commissions
<br /> have been established in the foll~.;ing counties: Graham, Clay, Cherokee, Buncombe,
<br /> Transylvania, Alexander, Burke, Caldwell, Catawba, Lincoln, Iredell, Gaston, Alamance,
<br /> Davidson, Forsyth, Guilford, Rockingham, Moore, Ric]unond, Orange, Wake, Vance, Nalifax,
<br /> R~an, Wilkes, Randolph, Franklin, Hoke, Cumberland, Robeson, Brunswick, Duplin, Necklenburg,
<br /> Beaufort, Swain, Perquimans, and North Hampton.

<br /> Noting that the resottrces of women may be of special interest to county concerns,
<br /> the creation of the Cabarrus County Commission on the Status of Women is proposed. Several
<br /> objectives for this Commission are suggested.
<br />
<br /> The first goal of this Co~ission would be to identify the status of women as
<br />
<br />it prevails in Cabarrus County. A second objective would be to assemble the available
<br />information on the status of women so that this isformation would allow the Comauission to
<br />recommend appropriafe mctlons to the Cabarrus County Hoard of Commissioners. R~e Comnt~ssion
<br />m/ghf provide, for example, ideas for expanding corm~unity child care services, such as
<br />increased lm/blic and private cooperation. A third objective of the Commission would be to
