Whereas, on 6 May 1946 the Board of Education of Cabarrus County passed a resolution reques- <br />ting the Board of Coz~issioners for t he County of Cabarrus to issue school building bonds for <br />barious building projects, amount which were the erection of a school building for colored childre~ <br />at Rocky River at an estimated cost of $22,660 and the erection of a school building for colored <br />children at Mt. Pleasant at an estimated cost of $16,820; and whereas, on 20 May 1946 the said <br />Board of Co..~ssioners finally passed a bond order including said projects, ~hich action was <br />approved by the qualified voters of Cabarrus County on 2 July 1946; <br /> <br /> And whereas, the exact location of the proposed building at Rocky River was never determined <br /> <br />by this Board; and ~ince May 1946 the colored population in Cabarrus County has shifted to the ex- <br />tent that at the present t~m~ there is no need fo r a school building at either Rocky River or Mt. <br />Pleasant; <br /> <br /> And whereas, on 30 July 1948 the qualified voters of Cabarrus County authorized the issuing <br />of school building bonds for numerous projects including the erection of a school building for <br />colored children at Shankletown, which said building was erected and is now used;and whereas, the <br />children who would have attended the proposed schools at Rocky River and Nt. Pleasant are now <br />attending the Shankletown School; · <br /> <br /> And whereas, in the considered opinion and sound discretion of this Board the best interests <br />of the colored school children of Cabarrus County will be served by the erection of an addition to <br />the Shankle$own School rather than the erection of two small buildings at Rocky River and Mt. <br />Pleasant, which opinion is concurred in by the planning authority of the State Board of Education: <br /> <br /> And whereas, the Board of Education of Cabarrus County does hereby find as a fact ths~ such <br />original projects at Rocky River and Mt. Pleasant are no longer necessary by reason of changed <br />conditions, a~d that the erection of an addition to the Shankletown Schoolwill completely eli- <br />minate the necessity for the originally contemple~ed expenditures and will better'serve the edu- <br />cational interests of the colored school children of Cabarrus County; <br /> <br /> Now, therefore BE IT RESOLVED by the Board of Education of Cabarrus County that said Board <br />has determined and found as a fact that adequate school facilities for colored children are not <br />now available in Cabarrus County to put into effect the constitutional requirements for t~e oper- <br />ation of the constitutional six months' school term; that it is necessary in order to maintain the <br />conStitutional six months' school term in Cabarrus County to enlarge the Shankle~o~n School and <br />acquire necessary equipment; that the two original pro~ cts for colored children at Rocky River <br />and Mt. Fleasant are no lenger necessary by reason of changed conditions; and that the Board of <br /> <br />Commissioners for the County of Cabarrus is hereby requested to take all necessary steps to re- <br />allocate the sum of $39,480 of ~he proceeds ~f authorized school building bonds for the erections <br />of an addition to the Shahkletown School, in lieu of the erection of buildings at Rocky River and <br />Mt.
