37 <br /> <br />The Board of County Commissioners held a special meeting Thursday, August 23, 1951 with the <br />following members present~. <br /> <br /> J. Lee White, chairman, Homer &. Fink, L. Bowman Barrier and M. ~Smoot Lyles. <br /> Absent; P. Ernest Stallings <br /> <br />T.h® fo~n~ motions were passed and unaminously. <br /> <br />Be it hereby resolved that J. J. Barnhardt of Cabarrus County, North Carolina, is hereby appointed <br /> <br />County Director of Civil Defense, and that he or his successor in office is hereby empowered, in <br />case of a disaster, subversive action, or enemy action, to use any of the county equipment of any <br />kind or description, and that he may call upon ar~ or all employees of Cabarrus County to assist <br />him, particularly those in charge of themaintenance and operation of said equipment, and that no <br />further authority is hereby required for said Director of Civil Defense to act. <br /> <br />Moved by N. _Smoot Lyles, seconded by Homer L. Fink that this resolution be approved as read. Carri~,d. <br /> <br />Motion by L. Bv~mau Barrier seconded by 16. Smoot Lyles that C. N. Field be authorized to sell old <br />bookmobile and money turned over to Public Library Fund. <br /> <br />Motion by M. Smoot Lyles seconded by L. Bowman Barrier that jail fees per day for prisoners be <br />raised to $2.00 as of Sept. 1st, 1951. <br /> <br />The foll~e~Lng bids on Sainting Estimates for the Jail were made as follows: <br /> <br /> C. F. McManas $2,135o00 <br /> Tom Thornburg 1,785.00 <br /> M. D. Swaringen 1,735.00 <br /> R. R. Cline 1,3%0.00 <br /> J. A. Benfield 1,345.00 <br /> <br />Motion by Homer L. Fink seconded by L. Bo=man ~a~ier that J. A. Benfield, being the lowest bidder, <br />be accepted° <br /> <br />Being no further business the Board adJorned. <br /> <br /> <br />
