The Ckbarrus County Board of Commissioners met in adjourned regular session, at the courthouse in Concord, North Carolina, the usual place of meeting , at 10:00 A M October 16, 1961 with the following members' present: Chairman. W.Frank McCray Commissioners: M. S Lyles, W. Bowman Barrier, P:. Ernest Stallings and W.C~uy Isenhour. Absent: None. Commissioner l~.~uy Isenhour intro~luced the following resolution which was read: RESOLUTION CALLING A SPECIAL BOI~ID ELECrIOI~ IN ROCKLAND SANITARY DISTt~ICT BE IT RF~SOLVED by the Board of Commissioners for the County of Cabarrus: Section 1. The Board of Commissioners has determined and does hereby find and declare that certified copies of the resolution entitled: "RESOLUTION AUTHORIZING $30,000 C~ENERAL OBLIGATION WATER BONDS {F ROCKLAND SANITARY DISTRICT" and of the resolution entitled: "RESOLUTION DIRECTING THE SECRETARY OF THE SANITARY DISTRICT BOARD TO PUBLISH THE BOND RESOLUTION AUTHORIZINO $30,000 GENERAL OBLIC~TION WATER BON[15 OF ROCKLAi%D SANITARY DISTRICT AND REOUE~TING THE BOARD OF OOMMISSIONERS FOR THE CDUNTY OF CABARRUS TO CALL AN ELECTION UPON THE ISSUANCE OF THE BONDS AUTHORIZED THEREBY'', passed by the Sanitary District Board of th Rockland Sanitary District on October 12,1961, have been received by this Board. Section 2. A special bond election is hereby ordered to be held in the Rockland Sanitary District, in Caharrus County, North Carolina, on Saturday, December 9, 1961, between 6:30 A N and 6:30 P. M., Eastern Standard Time, at which there shall he submitted to the qualified registered voters of said Rockland Sanitary District the following proposition: Issuin9 not exceeding $30,000 General O~ligattonWater Bonds for the purpose of providing fundg, with any other available funds, for the acquisition and extension of a water system for the Rockland Sanitary District, including t~ acquisition of any necessary land and rights of way, as authorized bya bond resolution adopted by the Sanitary District Board of said District on October 12, 1961, and the levy of a tax for the pa2ment Ehereof. Section 3.~ There shall be a new registration of voters for said election , the books for such new registration to be open from 9:00 A M until sunset on each day beginning Saturday, November '11, 1 961 and ending Saturday, November 25, 1961. On each Saturday during such period said books shall be kept open at the polling place. Saturday, December 2, 1961 , shall be Challenge Day. Section 4. Notice of said election and new registration shall be published once a week for three successive weeks, the first publication to he at least thirty (30) days before the close of the registration books, in The Concord Tribune, a newspaper published in Caharrus County and circulating in said District', which notice shall be in substantially the following form:
