now available in the Concord City Administrative Unit to comply with the <br />constitutional requirement for the maintenance of schools six months in each year and tha~ <br /> it is necessary in order to maintain such six months term to enlarge and erect <br /> school buildings and acquire necessary equipment in the Concord City Adminis- <br /> trative L~uit, the estimated cost of which is $2,446,238.00; and whereas, the <br /> said Board has requested the Board of County Commissioners to take all neces- <br /> sary steps, by the issuance of bonds or otherwise, to provide such school <br /> facilities; and whereas, the Cabarrus County Board of Education has requested <br /> the susa of $3,000,000.00; and whereas, the Kannapolis Board of Education has <br /> requested the sum of $1,264,500.00 for such school facilities; <br /> AND WHEREAS, 'in the opinion of the Board of County Co.~m~issioners it is <br /> advisable to submit the matter of the issuance of bonds for the approval of the <br /> voters of Cabarrus County, and whereas, in the opinion of the said Board the <br /> services of special bond counsel is advisable: NOW, THEREFORE, YE IT RESOLVED: <br /> 1. That the County Attorney be, and he is, hereby authorized to employ <br /> the firm of ~itchell, Pershing, Shetterly & t~itchell, of the City of New York, <br /> as special bond counsel. <br /> 2. That the County Attorney and the Special Bond Counsel be instructed <br /> to prepare resolutions and orders to be submitted to the Board of County Com- <br /> missioners for its consideration and action, and to perform all other legal <br /> services in connection with the proposed issuance of School Bonds. <br /> Vote carried. <br /> <br /> The following resolution was read by Chairman James: <br /> <br /> On motion of Hill which was seconded by Petrea , the following <br /> resolution was adopted: <br /> ~Vhereas, under the provisions of G.S. 10~-2~8 it is the duty of the <br /> Board of County Commissioners to cause to be listed and revalued all real <br /> estate located in Cabarrus County by January l, 1967; <br /> Whereas, it appearing to the Board of County Commissioners of Cabarrus <br /> County that no adequate or up-to-date tax maps are now owned by or available <br /> to Cabarrus County for use in instituting or carrying forward an effective or <br /> adequate revaluation program as directed by law; <br /> And whereas, after due consideration of all available facts relevant to <br /> the problems of revaluation the members of the Board realize a great need to <br /> establish a more equitable tax distribution and the Board desiring to comply <br /> with the laws of the state of North Carolina, they are of the opinion that tax <br /> mapping is an essential and intrical part of a thorough revaluation program <br /> and that the cost of such mapping is a necessary expense which is chargeable <br /> to the county Revaluation Fund. <br /> NOW, THEREFORE, BE IT RESOLVED: <br /> 1. That bids be secured for the preparation and supplying of tax maps <br /> in accordance with the specifications prepared under the supervision and <br /> direction of the County Tax Supervisor. <br /> 2. That upon receipt of a satisfactory bid a contract be entered into <br /> between Cabarrus County and the person, persons or firm submitting such bid. <br /> ~. That the cost of such mapping services and the equi~ment necessary in <br /> keeping the maps at a current status from year to year shall be defrayed from <br /> the county's Revaluation Fund. <br /> 4- That the County Tax Supervisor shall request bids according to the <br /> specifications submitted by him to the various mapping firms and that he shall <br /> publish in the local newspapers of this county for one week a sufficient notice <br /> requesting bids on the mapping program. <br /> 5. ~en the Board of County Commissioners has approved a bid for said <br /> mapping services, that the Chairman shall be authorized to execute a contract <br /> in the name of the county for such mapping services. <br /> Voted For: James, Hill, Petrea <br /> Voted A~ainst:.~yles, McCray <br /> <br /> Listed below are the ministers assigned to meet with commissioners each <br /> month from Narch, 1964 to January, 1965. <br /> <br /> ~arch 2, 196~ George A.
