434 <br /> <br /> The Gabarrus County Commissioners met at their regular meeting Monday, <br /> <br /> April 4, 1966, at 10:00 a.m. at the Courthouse. <br /> <br /> Present: Chairman, C. Frank James <br /> Commissioners, Oren Hill, McNeil Petrea, Frank McCray, Smoot Lyles <br /> <br /> Meeting called to order by Chairman James. Prayer by Rev. A.H. Higginbotham.~ <br /> <br /> Minutes of March meeting were read and on motion of Commissioner Lyles, seconded <br /> <br /> by Commissioner McCray, the following resolution was offered: <br /> <br /> RESOLVED, that the record of the minutes of the meeting of the Board of <br /> Commissioners held on March 7, 1966,with respect to the vote on the matter of <br /> Alline Belk Cromer, a recipient of O.A.A. checks, be corrected to read as follows:~ <br /> "Abstained from voting: McCray and Lyles have had no notice of the matter <br /> abstained from voting until after Mr. Llewellyn, county attorney, talked with <br /> Mr. Brown." <br /> Voted for: Lyles, McCray <br /> <br /> Voted against: James, Petrea, Hill <br /> <br /> Mr. Guy Stewart, of W. T. Grant Co., came before Board concerning garbage <br /> removal at the Cloverleaf Shopping Center. Dr. Workman was contacted and he is <br /> to talk with Mr. Stewart and see what can be done about this matter. <br /> <br /> The Surplus Food Dept. requested a cooler to keep 2250 lbs. of margarine <br /> <br /> during the summer months. Commissioners agreed for McCray to discuss this with <br /> <br /> I. B. Morris to see what procedure has been used in the past. <br /> <br /> M. S. Lyles made motion, seconded by W. Frank McCray, that the following <br /> <br /> resolution be adopted: <br /> <br /> WHEREAS, for some weeks prior to the last meeting of the last meeting of <br /> the Board of Commissioners of Cabarrus County, a matter concerning welfare checks <br /> being issued to one Alline Belk Cromer, then deceased, came to the attention of <br /> some of the county officials and a part of the Board of Commissioners; and <br /> k~EREAS, for some weeks prior to the last meeting of the County Commissionersi <br /> the matter of the said welfare checks was freely discussed by some of the county <br /> officials and a part of the Board of Commissioners, all without informing or <br /> permitting Commissioner Lyles or Commissioner b~Cray to know of the matter until <br /> it was brought up as a part of the business of the meeting held on March 7, 1966, <br /> and all without giving said Commissioner Lyles or Commissioner McCray an op- <br /> portunity to know or consider the same; and <br /> kMEREAS, proper procedure in the affairs of the county require that any <br /> unusual events which come to the attention of any of the county officials and <br /> which require consideration by the Board of Commissioners should be brought to <br /> the attention of the entire Board and not secreted around among a part of the <br /> Board. <br /> NOW, THEREFORE, BE IT RESOLVED: <br /> 1. That the Board of Commissioners of Cabarrus County do firmly resolve that <br /> from this day forward there be no further effort made on the part of any county <br /> official or on the part of a majority of the Board of Commissioners to keep secreti <br /> from the minority members of the Commissioners important matters; <br /> 2. That a copy of this resolution be spread upon the minutes of the Board <br /> of Commissioners of Cabarrus County to the end that it may be preserved in <br /> perpetuity. <br /> <br /> Voted for: Lyles, McCray <br /> <br /> Abstained from voting: Petrea, Hill, James, because they do <br /> <br /> not feel motion is necessary. <br /> <br /> (Continued) <br /> <br /> <br />
