491. <br /> <br /> The Cabarrus County Commissioners met at their regular monthly meeting on October 3, <br /> 1966, at 10:00 A.M. at the Courthouse with the following members present: <br /> <br /> Chairman, C. Frank James <br /> <br /> Commissioners, McNeil Petrea, W. Frank McCray, Orcn J Hill, ' <br /> <br /> M. Smoot Lyles <br /> <br /> Chairman James called the meeting to order. Minutes were read by Arvonia Cochran <br /> <br /> and stand approved. <br /> <br /> Representatives of Hartsell School Community petitioned the Board for help in improving <br /> the traffic around the school. It was agreed to call a special meeting at a later date <br /> between the Board, County school officials, the sheriff, the State Highway Patrol, and the <br /> Hartsell School Committee. <br /> <br /> Dr. J. D. Workman reported on the matter of the pollution of Rock~ River with a <br />letter from the State Division of Stream Sanitation Hydrology. W. B. Covington, Sanitation <br />Supervisor, reported on his investigation of a mosquito problem. Dr. Workman recommended <br />the Board consider a mosquito control program which the Board requested more information <br />on by the next budget. <br /> <br /> Upon recommendation of M. C. Wingate, Mr. Orover Faggart and Mr. Ralph Honeycutt were <br />appointed as trustees for the Allen Voluntary Fire Department Firemants Relief Fund. Hill <br />made motion, seconded by Petrea, vote carried. <br /> <br /> Mrs. Frances Long, Welfare Director, reported on progress of the Food Stamp Plan. The <br />Board agreed to start the program effective December 1, 1966. Upon motion of Petrea, <br />seconded by Lyles, the following resolutions'was unanimously adopted: <br /> <br /> ~[HEREAS, the Board of Commissioners of Cabarrus Count},, on October 3, 1966, <br />approved, in principle, the Food Stamp Plan for cabarrus County; and <br /> WHEREAS, THEREFORE, BE IT RESOLVED by the Board-of Commissioners of Cabarrus <br />CoUnty: <br /> 1. That the Food Stamp Plan which has heretofore been approved shall begin <br /> operation on the 1 day of December, 1966. <br /> <br /> 2. That all Banks entering into an Agreement with Cabarrus County are designated <br /> as agents of the County to sell and/or issue all stamps to the eligible recipients <br /> as certified by the Department of Public Welfare of Cabarrus County; and, said <br /> Banks shall receive as compensation for their services the sume of .50~ cents <br /> for each sale or issue of stamps. <br /> <br /> 3. That the sum of $2,753.55 in County funds is hereby appropriated to assist in <br /> the operation of said pro,ram for the period December 1, 1966 through June 30, 1967. <br /> <br /> This is to certify that the foregoing is a true and correct copy of a Resolution duly <br />adopted by the Board of Commissioners of Cabarrus County at a meeting held on October 3, 1966. <br /> <br /> This the ? day of October, 1966. <br /> <br /> Clerk to the Board <br /> <br /> <br />
