.51'7 <br /> <br /> The regular monthly meeting of the Cabarrus County Commissioners was held at 9:30 A.M. <br /> <br /> on April 3, 1967, with the following members present: <br /> Chairman - C. Frank James <br /> <br /> Commissioners - Rankin, Petrea, White, and Hawfield. <br /> <br />Meeting was called to order by Chairman 3ames. Prayer was by the Revemend D. G. Groh. Minutes <br />were read by Arvonia Cochran. Minutes stand approved. <br /> <br /> Mr. W. B. Covington, Health Department sanitarian, reported a problem of land fills and <br />garbage dumps and the need for the County to operate dumps. After discussion commissioners <br />directed Mr. Covington and Mr. 3. Lee Pharr to investigate this problem and report to the <br />Board estimated cost and plan of operation. <br /> <br /> Constable Arthur Thomas, Jr., from Harrisburg, requested a full time deputy in that <br />community. Sgt. T.P. Holler of the State Highway Patrol and Sheriff J. B. Roberts reported <br />that vehicle violations were no worse there than any other area of the County and that in <br />their opinion Harrisburg was receiving normal protection needs. <br /> <br /> Recorder~s Court Judge Robert L. Warren representing Cabarrus Bar Association requested <br />that the Courthouse be closed on Saturdays during June, July, and August. No action was taken. <br />In addition Judge Warren requested the Commissioners to ask for legislation to change the <br />number of jurors now being drawn for each term of Superior Court to forty-eight (48). Rankin <br />made motion, seconded by Petrea, vote carried. <br /> <br /> A letter from County Accountant Hurt directed the Commissioners' attention to the necessity <br />of requesting legislation to correct a technicality involving the tax levy supporting the <br />Veterans Service Office and recommended that legislation be requested to levy a separate tax to <br />operate the County Accountant's Office, authorized by G.S. Section 153-?-hJA, in order to <br />eliminate pressure of the twenty cents (20~) limination for General Fund purposes. Rankin made <br />motion, seconded by Petrea, to request this legislation. Vote carried. <br /> <br /> The Board discussed with County Attorney C. M. Lewellyn settlement of unpaid bill~ from <br />the W. H. Beckerdite estate and asked that he request an itemized statement from the Cabarrus <br />Bank and Trust Co., executer. <br /> <br /> Upon motion by Hawfield, seconded by White, the vote was unanimous for the County to join <br />~ith the City of Concord in requesting the Army Corp of Engineers to complete a flood hazard <br /> <br /> study of Three Mile B~anch. <br /> <br /> Commissioners accepted the resignation of James C. Johnson, Jr., as one of the attorneys <br /> for Cabarrus County. <br /> <br /> <br />
