569 L' <br /> <br /> The regular monthly meeting of the Cabarrus County Commissioners was held <br /> <br />at 9:?0 A.M. on September 5, 1967 with the following members present: <br /> Chairman - C. Frank James <br /> <br /> Commissioners - Rankin, Hawfield, Petrea, add Beasley. <br /> <br />Chairman James called the meeting to order. Prayer was by the l~everend R.L. Oakle;. <br />Minutes were read and approved. <br /> <br /> The resignation of W. D. Ratchford,Jr. as Clerk of Superior Court to Judge <br />Frank M. Armstrong effective August 30, 1967; the resignation of Estus B. White <br />as a member of the Cabarrus County Board of Commissioners effective August 30, <br />1967; the appointment of Fisher Beasley, Jr., to the Board of Commissioners <br />replacing Estus B. White effective August 30, 1967; and the order of appointment <br />by Judge Frank M. Armstrong of Estus B. White as Clerk of Superior Court of <br />Cabarrus County effective August ~0, 1967, were presented to the Board and are <br /> <br /> The following resolutions commending W. D. Ratchford,Jr. and Estus B. White <br />were unanimously approved by the Board and copies thereof were ordered sen~. to <br /> <br />each. Commissioners welcomed Fisher J. Beasley as a new member of the Board. <br /> <br /> Reso lut ion <br /> WHEREAS, that on or about December 1, 1961, The Honorable <br /> W. D. Ratchford, Jr., assumed the duties of Clerk of Superior Court <br /> of Cabarrus County and served in that capacity until August 30, 1967; <br /> <br /> AND WHEREAS, the people of Cabarrus County on three (3) <br /> successive occasions elected the said W. D. Ratchford, Jr., to this <br /> high office and demonstrated their faith-and confidence in his ability <br /> to perform his duties with honor and distinction; <br /> <br /> AND WHEREAS, during the courseof his tenure as Clerk of Superior <br /> Court he capably and dutifully fulfilled his duties and responsibilities <br /> of that office while at the same time he actively engeged in the~civic <br /> and church affairs of Cabarrus County; <br /> <br /> AND WHEREAS, his service has brought great honor and distinction <br /> to his office and to the people of Cabarrus County and that his service <br /> has been rendered with dedication and sacrifice on his part. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the County Commissioners of <br /> Cabarrus County on this 5th day of September, 1967, wish to commend the <br /> said W. D. Ratchford, Jr.,for his loyal and dedicated service as a <br /> public servant and further for his distinguished service as Clerk of <br /> Superior Court for Cabarrus County having brought great honor to his <br /> office and to the people of this county, and for the outstanding example <br /> which he has established for all persons wishing to enter the field of <br /> public service. <br /> <br /> This reso'tutlon adopted by the Board of Commissioners at their <br /> r~ eting on September 5, 1967. <br /> <br /> C.
