TO THE COUNTY COMMISSIONERS, CABARRUS COUNTY CONCORD,N.C. Gentlemen: .. Having been chosen as Chairman of your Blue Ribbon Committee by the various members of said cormnittee, I hand you herewith our findings and recommendations: Meetings were held April ~, May 22,1967, June 12,1967', July 10,1967, Aug. 14,196' and Sept. 11,1967. Acting under the assumption that the prosent Courthouse would not meet the requirements of the recent court order of the Supreme Court, our committee considered the possibilities for four different locations as follows: 1. The present location of Courthouse and adjacent properties. 2. The county owned property off Highway #601. 3- The Patterson, Morris, Ritchie property. 4~ The entire block of property located east side of Church Street between Means Street and Cabarrus Avenue. Our Findings Follow: Location #l, The present location of Courthouse and ~&jacent properties Advantages: ~, Centrally located Disadvantages: l, Acquir'ing additional property adjacent thereto would be costly. 2. Razing present building Would be costly also. 3. County would lose present revenue vaule ,on'existing property that would be eliminated. Location #2 Old County Home Property,,off Highway #601 ' Advantages: 1. County owns 35 acres at this site. 2. Easy accessability for all parts of County and adequate parking is available. 3. Sewerage and water facilities plus necessary grading would be available at a cost of about $50,000 (Fifty thousand dollars). Disadvantages: 1. This property would conceivably not be a popular choice with the people of Concord, nevertheless the people of the county would likely approve. 2. The selection of this property might lead to the depreciation of downtown Concord property. 3. It woul4 be disadvantageous for the Gity Hall Concord to be so far from the County Courthouse.
