583 <br /> <br />estimate to be submitted to the Board at a later date. <br /> <br /> Attorney Bacbman Brown presented resolutions by the Kannapolts Sanitary Dis- <br />trict approving annexation of two areas to the District and requested approval of <br />the Board of Commissioners. Motion was made by Beasley, seconded by Hawfteld, to <br /> <br />approve the resolutions. Vote carried. Resolutions are recorded on page <br />and ~-?~'~ and become a part of these minutes. <br /> <br /> Mr. Joseph Farrell of the Institute of Government at Chapel Hill discussed <br />various means of funding the construction of a new Courthouse and Jail. Several <br />alternatives were pointed out including the levying of a special tax not required <br />by a vote of the citi?ens. Financing from General Fund Revenues, refinancing the <br />existing debt under the statutory two thirds rule. Another method would be to <br />pledge revenues from facilities fees in 1970 to secure bonds without a vote, <br />although this procedure would probably have to be given Court approval. A bond <br />referendum would be the only other alternative. Mr. Farrell also commented brtefh <br />on the problem of financing police protection for Township ~, pointing out that <br />this was classified as ~ necessary expense and could only be financed through <br />the General Fund unless a special legislative act was passed to create a special <br />police district, to be governed by a separate board. He was requested to send <br />the~ Board a letter explaining this matter. <br /> <br /> Mr. George H. Broad~lck, District Commissioner, Mr. C. C. McBryde, Division <br />Engineer, and Mr. T. L. Patterson of the North Carolina State Highway Commission <br />presented to the Board a report of Secondary Road construction completed or under <br />contfact'~nce January, 196~' and 1967-6~ Regular Secondary Roads Program. <br />Ranktn made motion, seconded by Hawfteld, to accept the reports as presented. <br />Vote carried. <br /> <br /> Mr. George Griffin, architect, was instructed to make a study of s~}ected <br />sites and cost of building a new courthouse and 3ail with results of the study to <br />be presented to the Board at the December meeting. Chmtrman James appointed <br />Commissioners Rankin and Hewfield to work as a committee on this project with <br />Mr. Griffin. <br /> <br /> Mr.Qrtfftn advised the Board of the necessity of installing smoke detector <br />devices in the courthouse annex for protection of the tax books in case of fire <br /> <br />since the building is not fire proof. Mr. Gr~ffin was authorized to have these <br /> . <br />devices installed <br /> <br /> A letter of resignation was received by the Board from Clarence E. Horton, Jr., <br /> <br />}as Judge of Domestic Realtions Court. No action was taken at this time. <br /> <br /> <br />
