The regular monthly meeting of the Cabarrus County Commissioners was held <br /> <br />at 9:~0 A.M. on February ~, 1968, with the following members present: <br /> Vice-Chairman - C. McNeil Petrea <br /> <br /> Commissioners -Dr. R. B. Rankin,Jr., C. Glenn Hawfteld <br /> <br /> and F. J. Baas lay. <br /> <br /> Absent: Chairman C..Frank James <br /> <br />Vice-Chairman Petrea called the meeting to order. Prayer was by the Reverend <br /> <br />David Burrts. Minutes were read and approved. <br /> <br /> A request by Tony Barnhardt of Kannapolis for exemption from poll tax due to <br />disability was heard. Request was granted with Hawfield making motion, seconded <br />by Rankin. Vote was unanimous. <br /> <br /> A statement on garbage collection at business establishments by the Health <br /> <br />Dept. was presented in which it was pointed out that an inspection by sanitarians <br /> <br /> indicated the adequate service bv the franchised refuse haulers. <br /> <br /> W. H. Mills, owner of C & M Ambulance Company requested a change in the <br /> <br />method of compensation for transporting welfare patients at distances of all over <br />twenty-five miles from the County. Commissioners agreed on a rate of thirty cents <br />(=0~) per mile in such cases and instructed the County Manager to take matter up <br />with County Attorneys and Mr. Mills at a satisfactory date. Contract is to be <br />drawn up accordingly and presented to the Board at the next regular meeting. <br /> <br /> Bids were opened for the purchase of four (k) new patrol cars for the <br /> Sheriff's Department. Bids based on specifications were submitted by the follow- <br /> in9 firms:$9,58k.85 Concord Ford - net bid including trade-in of 2 cars <br /> <br /> $9,76k.00 Ptedmonth Chevrolet Co. - net bid including trade-in of two <br /> cars. <br /> Hawfield made motion to accept the bid of Concord Ford. Motion was seconded by <br /> Rankin and vote carried. <br /> <br /> County Manager Hurt presented the January, 1968 report of the Grand Jury. <br /> <br /> Commissioners instructed Mr. Hurt to follow the recommendations of the Grand Jury <br /> <br /> in having necessary .repairs made to the County Buildings. <br /> <br /> Attorney W. L. Mills, Jr., complained about rates charged for garbage <br /> <br /> collection service. The Board instructed County Manager Hurt to obtain a scheduleI <br /> of rates charged for garbage collections from each of the franchise refuse haulers': <br /> in order that the rates might be established and regulated by the Board according <br /> to law. <br /> <br /> John $barpe Hartsell, chairman of the Cabarrus Board of Electionsi and <br /> <br /> <br />
