59'7 <br /> <br /> The regular monthly meeting of the Cabarrus County Commissioners was held <br />at 9:~0 A.M. on March l~, 196~, with the following members present: <br /> <br /> Chairman - C. Frank James <br /> Commissioners - C. McNeil Petrea, F. J. Beasley, <br /> S glenn Hawfield, and Dr. R B. Rankin, Jr. <br /> ' · <br /> <br />Chairman James called the meeting to order. Prayer was by the Reverend James <br /> <br />Pitts. Minutes were read and approved. <br /> <br /> Mr. Luther Barrier, representing Cold Water Fire Department, presented a <br />petition from 1SM of the re0istered voters in that district requesting a special <br />election for the purpose of levying a special fire district tax. This petition <br />was referred to the County attorney for proper action. County attorney James <br />Davis recommended to the Board that the registration for the Cold Water and <br />Jackson Park Fire Districts should be held after the new County-wide registration <br />in order to prevent confusion due to the closeness of the Spring primary. <br />Commissioners instructed Attorney Davis to set up registration for the fire <br />districts at the same time. <br /> <br /> John Boger, Jr., attorney, representing Royal Garbage Service in Kannapolis <br />complained that an unauthorized firm was collecting garbage from business emtab- <br />ltshments on North Highway 29, in violation of the franchised territory of Royal <br />Service (authorized by the Board of County Commissioners.). A discussion of the <br />situation by the Board, attorney Davis, A1 Kltmas, Health Director, resulted in <br />the Board requesting Mr. Kltmas to investigate the situation, determine the <br />identity of the firm operating and to take the matter up with County attorneys <br />for action. <br /> <br /> Proposed rules and regulations regarding the organization and operation of <br />an auxflary force for the Sheriff's Department was presented to the Board. Upon <br />motion by Beasley, seconded by Hawfield, the vote was unanimous to adopt rules <br />and regulations as presented. These rules and regulations appear on page <br />· and become a part of the minutes. <br /> <br /> Petrea made motion, seconded by Beasley to approve the following road <br /> <br /> petitions. Vote carried. <br /> T-2 Caldwell Street -Request for addition <br /> T-it Roadway across J.E. Bost Estate - Request for addition <br /> T-~ #1611-1610 - Request for addition <br /> T-1 Woodstde Drive - Request for addition <br /> <br /> James Bonds, Register of Deeds, tn~tte~l members of the Board of County <br /> Commissioners to a district meeting of Registers of Deeds in Concord to be held <br /> on March 29, 1966. <br /> <br /> A discussion of plans for the proposed new Jail and courthouse was held by <br /> <br /> <br />
