This franchise is granted subject to the following conditions: <br /> 1. That James A. Jones and William E. Fisher comply with <br /> the rules and regulations governing the transporting and disposal of refuse <br /> as set out in an ordinance passed by this Board. <br /> <br /> 2. That J. Lee Pharr, during the five-year period during which <br /> the said James A. Jones and William E. Fisher will pay for said business, <br /> has agreed to and will take over the collection of garbage in said franchise <br /> area if James A. Jones and William E. Fisher default in the service <br /> required of said franchised collectors to the people in said franchise area. <br /> <br /> 3. This franchise is further granted on the condition that the <br /> Cabarrus County Commissioners may at their discretion revoke said <br /> franchise if James A. Jones and William E. Fisher fail to make the month1 <br /> payments to J. Lee Pharr as called for in the contract between J. Lee <br /> Pharr and James A. Jones and William E.
