This franchise is granted subject to the following conditions: 1. That William Williams comply with the rules and regulations governing the transporting and disposal of refuse as set out in an ordinance passed by this Board. 2. That J. Lee Pharr, during the five-year period during which the said Wi]liam Williams will pay for said business, has agreed to and will take over the collection of garb~age in said franchise area if Wi]ltam Williams defaults in the service required of said franchised co]lector to the people in said franchise area. 3. This franchise is further granted on the condition that the Cabarrus County Commissioners may at their discretion revoke said franchise if William Williams fails to make the monthly payments to J. Lee Pharr as ca]led for in the contract between J. Lee Pharr and William Williams for the sale of said franchise business. hereby C. An exclusive franchise to collect refuse is]granted to James A. Jones and William E. Fisher in the following area of Cabarrus County: Being bounded by Rowan County, Stanly County, and the franchise area granted to Ralph J. Moody, William Williams, and Royal Service Co., the City of Concord, including all of the land within the boundaries herein- after described, except the City of Mt. Pleasant, said boundaries being more particularly described as follows: BEGINNING at a point in the Cabarrus -Stanly County line 300 feet South of Highway 200 and runs thence 300 feet South of said highway in a westerly direction to the corner of Townships 9 and 10 in Rocky River (said corner being where the River changes course from east to south); thence continuing west with the meanderings of Rocky River to the place W~here Coddle Creek enters Rocky River; thence North up Coddle Creek to the place where the Southern Railway bridge crosses Coddle Creek; thence Northeast with the Southern Railway track to the City Limits of the City of Concord; thence South with the City Limits of the City of Concord to the Southern boundary of the City of Concord; thence with the Southern boundary of the City of Concord to the East side/~f the City Limits of the City of Concord; thence North with [he City Limits to the place where the Northeast corner of the City Limits intersects the No. 4 Township line; thence East with No. 4 Township line prolonged to Coddle Creek; thence with the Creek to the Centergrove Road; thence with the Centergrove Road to the Camp Julia Road; thence with the Camp Julia Road to the old Concord-Salisbury Road; thence with the old Concord-Salisbury Road North to the Rowan County line; WILLIAMS, WILLEFORD · .OGE. thence with the Rowan County line East to the Stanly County line; thence with ^,,o.,,,,.,,,..,,,, the Stanly County line South to the point of BEGINNING, but not including the ~o.~o....o.,.~..o~,.^ portion of Manor Avenue that is between the Concord City Limits and Highway 601 By-Pass.
