This franchise is granted subject to the following conditions: <br /> <br /> 1. That William Williams comply with the rules and regulations <br /> governing the transporting and disposal of refuse as set out in an ordinance <br /> passed by this Board. <br /> <br /> 2. That J. Lee Pharr, during the five-year period during <br /> <br /> which the said Wi]liam Williams will pay for said business, has agreed to <br /> and will take over the collection of garb~age in said franchise area if Wi]ltam <br /> Williams defaults in the service required of said franchised co]lector to the <br /> people in said franchise area. <br /> <br /> 3. This franchise is further granted on the condition that the <br /> Cabarrus County Commissioners may at their discretion revoke said <br /> franchise if William Williams fails to make the monthly payments to J. Lee <br /> Pharr as ca]led for in the contract between J. Lee Pharr and William <br /> <br /> Williams for the sale of said franchise business. <br /> hereby <br /> C. An exclusive franchise to collect refuse is]granted to James <br /> <br /> A. Jones and William E. Fisher in the following area of Cabarrus County: <br /> <br /> Being bounded by Rowan County, Stanly County, and the franchise <br /> area granted to Ralph J. Moody, William Williams, and Royal Service Co., <br /> the City of Concord, including all of the land within the boundaries herein- <br /> after described, except the City of Mt.
