This franchise is granted subject to the following conditions: 1. That Ralph J. Moody comply with the rules and regulations governing the transporting and disposal of refuse as set out in an ordiaance passed by this Board. 2. That J. Lee Pharr, during the five-year period during which the said Ralph J. Moody will pay for said business, has agreed to and will take over the collection of garbage in said franchise area if Ralph J. Moody defaults in the service required of said franchised collector to the people in said franchise area. 3. This franchise is further granted on the condition that the Cabarrus County Commissioners may at their discretion revoke said fran- chise if Ralph J. Moody fails to make the monthly payments to J. Lee Pharr as called for in the contract between J. Lee Pharr and Ralph J. Moody for the sale of said franchise business. B. An exclusive franchise to collect refuse is hereby granted to William Williams in the following area of Cabarrus County: Being bounded by the City of Concord and the franchise areas granted to Ralph J. Moody, Royal Service Co. and James A. Jones and William E. Fisher, including all of the land within the b()undaries herein- after described, said boundaries being more particularly described as follows: BEGINNING at a point in Coddle Creek where the Southern Rail- way bridge crosses Coddle Creek and running North up Coddle Creek to the mouth of Wolf Meadow Branch; thence up Wolf Meadow Branch to the west boundary of the Cabarrus Country Club property in Weddington Road; thence a straight line North to the intersection of Crisco Road and Poplar Tent Road; thence West 300 feet with Poplar Tent Road; thence North with a line 300 feet West of Crisco Road to Interstate 85; thence N~r theast with Inter- state 85 to the dividing line between Townships 2 and 4; thence East with the Township line of Townships 2 and 4 to the West City Limit line of the City of Concord; thence South with the West City Limit line of the City of Concord WILLIAMS.
