The regular monthly meeting of the Cabarrus County Commissioners was held <br /> <br />at 3:~0 A.M. on February 2, 1970, at the ~ourthouse with the followfng members <br /> <br />present: Chairman: C. Frank James <br /> <br /> Commissioners: Robert A. McClary, C. McNeil Petrea, and <br /> S. Glenn Hawfleld, Jr. <br /> Absent: Dr. R. B. Ranktn, Jr. <br /> <br />Chairman James called the meeting to order. Prayer was by the Reverend Marion <br /> <br />Start. Minutes were read and approved. <br /> <br /> Mrs. Lytle T. Hayman appealed to the Board for help concerning the closing <br />of a road leading into her property tn Township #10. The Board advised Mrs. <br />Ha.yman to consult an attorney about this matter. <br /> <br /> Health Director Albert J. Kltmas presented copies of a proposed County-wide <br />solid waste ordtnancg, nottn9 that the health board had approved the ordinance <br />and requested approval and adoption by the Board of County Comm{isstoners. After <br />a discussion with particular regard to open burntn0 of trash, Commissioners <br />decided to study the ordinance until the March regular meeting. <br /> <br /> Election Board ClJatrman John Sharpe Hartsell presented resolutions calling <br />for a special election in the following voluntary fire districts: A.T. Allen, <br />Harrisburg, Midland, Poplar Tent, Rimer, and Mt. Mitchell, with the Mt. Mitchell <br />resolution being submitted also by Rowan County. The resolutions set <br />registration days as February 28, March 7, and March lk, with March 2k,197o <br />as electton day. The resolutions were unanimously adopted upon motion by <br />McClarv, second by Petrea, and are recorded on pages ~. thru...rlq~ <br />and become a part of these minutes. <br /> <br /> Upon motion by Petrea, seconded by McClary, the vote was unanimous to <br />reappoint commissioner Hawfteld as a delegate and commissioner Ranktn as alter- <br />r~te delegate to the Central Piedmont Regtonal Council of Governments. <br /> <br /> A request by the Daughters of American Revolution for the County to pay <br />for repairs to the World War I cannon at the Concord Community Center was denied <br />because the work was faulty. <br /> <br /> Commissioner Hawfleld reported on a meeting that he and Charlie Irvin, <br />Building Inspector, had with the City of Concord regarding consolidation of <br />the City and County Inspection Departments. The City of Concord requested the <br />County to take over all butldtn.q inspections effective July 1, 1970.
