774 <br /> <br /> The regular monthly meeting of the Cabarrus County Commissioners was held <br /> <br />at 9:30 A.M. on March 2, 1970, at the Courthouse, with the following members <br /> <br />present: Chairman: C. Frank James <br /> <br /> Commissioners: Dr. R. B. Ranktn, Jr., Robert A. McClary, and <br /> 5. Glenn Hawfield, Jr. <br /> Absent: C. McNeil Petrea <br /> <br />Chairman Jamescalled the meeting to order. Prayer was by the Reverend 3. Malcolm <br />Murchtson. Minutes were read and approved. <br /> <br /> A discussion was held relative to the County assuming all building and <br />plumbing inspections in the City of Concord. Hawfield made motion, seconded by <br />Rankin, that the County assume County-wide inspection effective July 1, 1970. <br />Vote was unanimous. <br /> <br /> Earl Cochran reported to the Board on the matter of renaming streets in the <br />one mile perimeter area around Concord. Commissioners instructed Mr. Cochran to <br />work out the project with the Zoning and Planning Board. <br /> <br /> Chief P. V. Smith of the Harrisburg Volunteer Fire Department discussed <br /> <br />with the Board the boundaries of the Harrisburg Department. Chairman of the <br />Board of Elections John Sharpe Hat,sell told the Commissioners that if 15~ of the <br />petitioners for the fire election Marbh 2h lived inside the smaller area approved <br />by the Insurance Rating Bureau, the election could be held as scheduled and if <br />the election passed, the additional area covered by the Harrisburf~ V.F.D. could be <br />annexed. <br /> <br /> Rankin made motion that all new candidates for the County Commtsston~:be <br />invited to attend all regular and special board meetings in order that they might <br />be better aquatnted 7with the complexities and needs of the County Oovernment. <br />Motion was seconded by McClary. Vote was unanimous. <br /> <br /> Mr. Richard Harrtngton, speakinq for a little league baseball group, <br />reouested County assistance in providing lights for a County base]~all field. <br />Commissioners instructed. Mr. Harrington to secure two bids and report back at <br />the next meeting. County Manager Hurt was instructed to obtain opinion from the <br />County attorneys as to the legality of,appropriating funds for recreation purposes <br /> <br /> A letter, was read to the Board from Stop and Mhop Super M~rket complaining <br />about public parking in their free parking lot for customers and the twenty-five <br />cents {25~) parking rate in the County parking lot on Church Street. After a <br />discussion, Commissioners instructed County Manager Hurt to have the parking meter <br /> <br /> <br />
