The regular monthly meeting of the Cabarrus County Commissioners was held <br /> <br /> at 9:30 A.M. on April 6, 1970, at the Courthouse with ~he following members <br /> <br /> present: <br /> <br /> Vice-Chairman: C. McNeil Petrea <br /> <br /> Commissioners: Robert A. McClary, S. Glenn Hawfield, Jr., <br /> <br /> and Dr. R. B. Ranktn, Jr. <br /> <br /> Absent: Chairman C. Frank James <br /> <br />Vice-Chairman Petrea called the meeting to order. Prayer was by the Reverend <br /> <br /> Charles Eftrd. Minutes were read and approved. <br /> <br /> County Attorney James C. Johnson, Jr., reported to the Commissioners <br />that the State Attorney General had ruled that the Counties contributions <br />to the law enforcement officers retirement fund could not be donated to <br />survivors of deceased officers since the recoveries of tax money paid had <br />to revert back to the purpose for which the tax levy was originally accessed. <br />Another ruling from the State Attorney General was that County funds could <br />not be given to private organizations for recreational purposes. <br /> <br /> Attorney Johnson also reported that $4,215.85 in additional back taxes <br /> <br />wese collected by their firm in March bringing the total since tax suits <br />began to over $40,000.00. An additional $3,000.00 was collected in settle- <br />merit of old age assistance liens. <br /> <br /> The proposed garbage ordinance previously submitted by the Health <br />Director, having been duly processed for adoption according to law was <br />unanimously passed upon motion by Ranktn, seconded by Hawfteld. <br /> <br /> McClary made motion, seconded by Hawfield, that all county ordinances <br />be published in both County newspapers. Vote was unanimous. <br /> <br /> County Dog Warden Leon Overcash reported that telephone number 762-0500 <br /> <br />had been installed at the County Dog Pound and that one hundred more dogs <br />were destroyed in 1969 than in 196~. A discussion was held concerning the <br />possible use of a r. ecOrding device to be installed on the telephone. No <br />action was taken. <br /> <br /> County Manager Hurt reported to the Commissioners that the cost of <br /> <br />installing a fire hydrant and tap on the new water main being installed by <br />the City of Concord on Union Cemetery Road would cost approximately $1,000.00. <br />Hawfield made motion, seconded by Ranktn, to authorize this expenditure since <br />it would be of benefit to the County Home property. Vote was unanimous. <br /> <br /> <br />
