The regular monthly meeting of the Cabarrus County Commissioners <br /> was held at 9:30 A. M. on October ~, 1970, at the Courthouse, with the. <br /> following members present: <br /> <br /> Chairman , C. Frank James <br /> <br /> Commissioners: C. McNeil Petrea, Dr. R. B. Ranktn, Jr., Robert A. <br /> McClary and S. Glenn Hawfteld, Jr. <br /> <br /> Chairman James called the meeting to order. Prayer was by the <br /> Reverend Floyd Willis. Minutes were read and approved. <br /> <br /> Attorneys John Hugh Williams and Robert L. Warren representing the <br /> Bar Association requested consideration from the Board towards the es- <br /> tablishment of a count,v law library. It was pointed out that Cabarrus <br /> County is one of the very few counties which does not have a county <br /> law library. No tax funds would be involved. The cost of the library <br /> would be funded from facilities fees derived from operation of the <br /> courts. The cost was estimated to be $I0,000 to set it up and <br /> <br /> $5;,000 per annum for the upkeep. Commissioners agreed to approve the <br /> library with the stipulation that the project be set up at the beginning <br /> of the next fiscal year July 1, 1971 in order that the Board might <br /> by then have a factual record of the amount of funds received from this <br /> source over a seven months period. <br /> <br /> A discussion concerning a previous proposal made by city officials <br /> was held in connection with the proposed establishment of a new city <br /> police department in the Courthouse block. The Board appointed Commiss- <br /> ioners Rankin and Hawfield to discuss this matter with:~.the city officials <br /> and to suggest that the consolidated record system be started in the <br /> new county quarters Just completed and the combining of the two depart- <br /> ments at a later date when'the new courthouse is completed. <br /> <br /> Commissioner Rankin announced that plans were being completed to <br /> have the dedication ceremony for the new Law Enforcement Building <br /> 12:00 noon on Saturday October 2l~, 1970 followed by opening of the <br />?' building for public inspection until 6 P. M. and again on Sunday, <br />! October 25, 1970 from 2 P. M. to 6 P. M. <br /> <br /> A water color painting of the present courthouse byar~tist A1 <br /> Fincher of Charlotte, N. C. priced at $300 was shown to the Board with <br /> the recommendation that it be purchased and bung in the new courthouse. <br /> After a discussion Rankin made motion, seconded by Hawfield that the <br /> <br /> <br />
