7. Sewer - Means of collecting and disposing of domestic sewage <br /> <br />from lots or spaces by a municipal, sanitary, or community system approved <br /> <br />by the Health Department. <br /> <br /> 8. Well water - Underground potable water derived on a ]~t or space. <br /> 9. Septic Tank - A means of disposing of domestic sewage on a lot <br /> <br />or space. <br /> <br /> 10. Building Setback Line - The minimun allowable distance between <br /> <br />a building and a street or property line street. <br /> <br /> 11. Street - A right of way, public or private, which provides <br /> <br />ingress and egress for a lot or space. <br /> <br />Section III. In General <br /> <br /> No person, firm or corporation shall begin to use a lot or space as <br /> <br />or for the purpose of a residential-type development as hereinbefore defined or <br />begin the construction, erection or location on said lot or space of a unit or <br />structure to be used for living or sleeping purposes until he or it shall apply <br />for and receive a permit from the Cabarrus County Building Inspector or other <br />officer, employee, or agent of Cabarrus County appointed by the Board of County <br />Commissioners of Cabarrus County. A permit for the construction or use of any <br />residential-type development shall be issued by the Building Inspector or such <br />other agent as may be designated by the County Commissioners of Cabarrus County <br />when the requirements of this ordinance have been met or a Special Use Permit has <br />been issued in writing by the Chairman of the Planning Board. Special Use Permits <br />may be allowed in accordance with the standards and procedures outlined in Section <br />VI of this ordinance. <br /> <br /> No permit shall be issued hereunder until the fee or charge required <br />by the Board of County Commissioners shall have been paid. <br />Section IV: Requirements <br /> <br /> 1. Lots in sections of the County that have been zoned by the County <br />Commissioners shall be governed by the zoning ordinance for the appropriate <br /> <br /> <br />
