The Board of Commissioners for the County of Cabarrus, met in regular session <br />Monday, October 4~ 1971, at the courthouse: <br /> <br /> Present - S. Glenn Hawfield, Jr. - Chairman <br /> <br /> Robert A. McClary, Member <br /> C. Frank James, Member <br /> John A. Hammett, Member <br /> <br /> Absent: Charles Gallimore, Member <br /> <br /> Invocation was by Commissioner Hammett. <br /> <br /> The minutes of the regular meeting of September 7, 1971 were read and approved. <br /> <br /> On motion by James, seconded by McClary and unanimously carried, garbage collection <br />franchise was transferred from William Williams to J & F (Jones & Fisher) Disposal <br />Service. The franchised territory is in West Concord. Williams retains the right to <br />serve Kerr Bleachery & Finishing Company under a separate agreement. <br /> <br /> A. F. Daniel of Daniel and Daniel, Certified Public Accountants, Charlotte, N. C. <br />presented an audit report covering the fiscal year 1970/71. Following a lengthy <br />review, a motion was made, seconded and carried to accept the report as presented. <br /> <br /> Rev. Donald C. Nance, Centergrove Road, Kannapolis~ N. C. appeared before the <br />Board and reported that dogs Were running loose in the neighborhood. He related <br />instances of large dogs baying other small animals, barking at children on bicycles <br />and creating an unsafe condition for children of the community. He suggested that <br />the Board adopt a leash ordinance or take other appropriate action to correct the <br />situation. Following a discussion, the Chairman referred the matter to the County <br />Attorney for review and recommendations for solution. <br /> <br /> Rev. Nance reported that the Rotary Club is sponsoring the program "Athletes <br /> <br />for Youth" for the youth of this area. He noted that this is a national program <br />in which professional, well known athletes, are devoting their time, without com- <br />pensation, in an effort to get the true drug story to the youth of the country. <br />The principals who will participate in the local program are Morey Wills, Jim <br />LeFever and Wes Parker. Rev. Nance asked the board to recognize those contributing <br />to the program and to offer an expression of moral support. Thereupon, the Chair- <br />man, on behalf of the Board, endorsed the program and directed the County Attorney <br />to prepare an appropriate resolution. <br /> <br /> Bobby Parker, Recreation Director, gave an oral report covering his activities <br />since his appointment in August, 1971. Most of his time has been devoted to <br />orientation at the local level and gathering program and source of funds information <br />for program development. <br /> <br /> Terry Rowland, Tax Supervisor, appeared before the board and requested clarifi- <br />cation of the local practice of exempting active service men from personal property <br />tax and requested that his office be relieved of the responsibility for taking the <br />annual farm census.
