Thereupon, upon motion of Commissioner McClary, seconded by Commissioner <br />Hammett and carried, the order introduced and passed on first reading on August 16, 1971 <br />entitled: "ORDER AUTHORIZING $1,500,000 COUNTY COURTHOUSE BONDS" was read a <br />second time and placed upon its final passage. The vote upon the final passmge of <br />said order was: <br /> <br /> Ayes: Commissioners McClary, Gallimore, and Hammett. <br /> <br /> Noes: James <br /> <br /> The Chairman then announced that the order entitled: "ORDER AUTHORIZING <br />$1,500,000 COUNTY COURTHOUSE BONDS" had passed. <br /> <br /> The Clerk was thereupon directed to publish said order in The Concord Tribune, <br />once in each of two successive weeks, and to publish at the foot of said order the <br />appended note as required by the County Finance Act, as amended. <br /> <br /> Thereupon Commissioner McClary introduced the following resolution which <br /> <br />was read: <br /> <br /> RESOLUTION CALLING A SPECIAL BOND ELECTION <br /> <br />BE IT RESOLVED by the Board of Commissioners for the County of Cabarrus: <br />Section 1. A special bond election is hereby called to be held on Tuesday, <br />November 2, 1971, between 6:30 A.M. and 7:30 P.M., at which there shall be submitted <br />to the qualified voters of Cabarrus County the following question: <br /> <br /> Shall an order finally passed on September 7, 1971, authorizing <br /> the County of Cabarrus, North Carolina, to contract a debt, in <br /> addition to any and all other debt which said County may now or <br /> hereafter have power or authority to contract, and in evidence <br /> thereof to issue County Courthouse Bonds in an aggregate principal <br /> amount not exceeding $1,500,000 for the purpose of providing <br /> funds, with any other available funds, for constructing and <br /> equipping a new County Courthouse and the acquisition of any <br /> necessary land and rights of way, and authorizing the levy and <br /> collection of a sufficient tax for the payment of the principal <br /> of and the interest on said bonds, be approved? <br /> <br /> Section 2. For said election the regular registration books for elections <br /> <br />in said County shall be used and the registration books, process or records shall be <br />open for the registration of voters and for public inspection in the manner and under <br />the conditions and at the times and places set forth in the notice provided for in <br />Section 3 of this resolution. <br /> <br /> Section 3. The Clerk of the Board of Commissioners shall cause a notice <br /> <br />to be published in The Concord Tribune, at least thirty days before the election, <br />and thereafter twice before the election at intervals of at least one week between <br />publications, reading substantially as follows: <br /> <br /> NOTICE OF SPECIAL BOND ELECTION <br /> in ~he <br /> COUNTY OF CABARRUS, NORTH CAROLINA <br /> <br /> A special bond election will be held throughout Cabarrus County between <br /> <br />6:30 A.M. and 7:30 P.M., on Tuesday, November 2, 1971, at which there will be <br /> <br /> <br />
