Thereupon, upon motion of Commissioner McClary, seconded by Commissioner Hammett and carried, the order introduced and passed on first reading on August 16, 1971 entitled: "ORDER AUTHORIZING $1,500,000 COUNTY COURTHOUSE BONDS" was read a second time and placed upon its final passage. The vote upon the final passmge of said order was: Ayes: Commissioners McClary, Gallimore, and Hammett. Noes: James The Chairman then announced that the order entitled: "ORDER AUTHORIZING $1,500,000 COUNTY COURTHOUSE BONDS" had passed. The Clerk was thereupon directed to publish said order in The Concord Tribune, once in each of two successive weeks, and to publish at the foot of said order the appended note as required by the County Finance Act, as amended. Thereupon Commissioner McClary introduced the following resolution which was read: RESOLUTION CALLING A SPECIAL BOND ELECTION BE IT RESOLVED by the Board of Commissioners for the County of Cabarrus: Section 1. A special bond election is hereby called to be held on Tuesday, November 2, 1971, between 6:30 A.M. and 7:30 P.M., at which there shall be submitted to the qualified voters of Cabarrus County the following question: Shall an order finally passed on September 7, 1971, authorizing the County of Cabarrus, North Carolina, to contract a debt, in addition to any and all other debt which said County may now or hereafter have power or authority to contract, and in evidence thereof to issue County Courthouse Bonds in an aggregate principal amount not exceeding $1,500,000 for the purpose of providing funds, with any other available funds, for constructing and equipping a new County Courthouse and the acquisition of any necessary land and rights of way, and authorizing the levy and collection of a sufficient tax for the payment of the principal of and the interest on said bonds, be approved? Section 2. For said election the regular registration books for elections in said County shall be used and the registration books, process or records shall be open for the registration of voters and for public inspection in the manner and under the conditions and at the times and places set forth in the notice provided for in Section 3 of this resolution. Section 3.
