submitted to the qualified voters of said County the following question: <br /> <br /> Shall an order finally passed on September 7, 1971, authorizing <br /> the County of Cabarrus, North Carolina, to contract a debt, <br /> in addition to any and all other debt which said County <br /> may now or hereafter have power or authority to contract, <br /> and in evidence thereof to issue County Courthouse Bonds in <br /> an aggregate prindipal amount not exceeding $1,500,000 for <br /> the purpose of providing funds, with any other available <br /> funds, for constructing and equipping a new County Courthouse <br /> and the acquisition of any necessary land and rights of way, <br /> and authorizing the levy and collection of a sufficient tax <br /> for the payment of the principal of and the interest on <br /> said bonds, be approved? <br /> <br /> The question hereinabove set forth contains a statement of the purpose for <br /> <br />which the bonds are authorized by the order referred to in said question. <br /> <br /> If said bonds are issued a tax will be levied upon all taxable property in <br /> <br />the County of Cabarrus for the payment of the principal of and the interest on said <br /> <br />bonds. <br /> <br /> For said election the regular registration books for elections in the <br /> <br />County of Cabarrus will be used and the registration books, process or records will <br />continue to be open for the registration of qualified persons and the acceptance of <br />registration applications on Monday through Friday of each week between the hours of <br />9 A.M. and 5 P.M. at the office of the County Board of Elections at the County Court- <br />house in Concord, and such days are Challenge Days. <br /> <br /> The registrars will not attend the voting places except on the date of the <br /> <br />election. <br /> <br /> The last day for new registration of those not now registered under Cabarrus <br /> <br />County's permanent registration system is Friday, October 1, 1971. <br /> <br /> Qualified voters who have moved residence from one precinct or township to <br /> <br />another and have not transferred their registration should contact the County Board <br />of Elections at its office at the County Courthouse in Concord, or any registrar in <br />the County, and transfer their registration. <br /> <br />The last day for transferring registration is Friday, October 1, 1971. <br />Any qualified voter of the County who is qualified to vote by absentee <br />ballot under the provisions of the General Statutes of North Carolina, particularly <br />Article 20 of Chapter 163, in a State-wide general election is authorized to vote an <br />absentee ballot on said bond question in accordance with said provisions of the General <br />Statutes relating to absentee voting. Any qualified voter of the County who is <br />qualified to vote by absentee ballot in said election may apply for an absentee ballot <br />not earlier than forty-five days prior to said election and not later than 6 P.M., <br />Wednesday, October 27, 1971, at the offices of the Cabarrus County Board of Elections <br />mentioned above. <br /> <br /> Qualified voters who are not certain whether they are registered should <br /> <br />contact the County Board of Elections at the office of said Board in Concord mentioned <br /> <br />above. <br /> <br /> <br />
