REGIONAL COUNCIL OF GOVERNMENTS CHARTER RESOLUTION OF CABARRUS County or Municipality WHEREAS, Cabarrus County Board of Commissioners, together with the other county and municipal governmental units adopting concurrent Resolutions identical hereto recognize that there is a need for such governmental units to consult amoung themselves and to act in concert with reference to regional matters affecting health, safety, welfare, education, recreation, economic conditions, regional planning or regional development; now, therefore, be it RESOLVED, that pursuant to the General Statutes of North Carolina, Chapter 160A, Article 20, Part 2, the following Resolution is hereby adopted for the establishment of a regional council of governments: ITEM I Short Title - Binding Effect: This Resolution shall be hereafter referred to as the "Charter" of this Regional Council; and said Charter, together with all amendments thereto, shall be binding upon and shall enure to the benefit of all governmental units adopting same. ITEM II Name: The name of the regional council of governments hereby established shall be the CENTRALINA COUNCIL OF GOVERNMENTS, and shall be hereinafter referred to herein as the "Council". ITEM III Membership: A. The initial membership of this Council of Governments shall consist of the following governmental units which are members of the Central Piedmont Regional Council of Local Governments (organized and existing pursuant to Chapter 160, Article 8A of the General Statutes of North Carolina, now repealed) and which adopt the Resolution identical hereto on or before March 1, 1972, to-wit: Albemarle Matthews Rowan County Cabarrus County McAdenville Salisbury Charlotte Mecklen turg County Spencer Cherryville Monroe Stanfield Concord Mooresville Stanly County Gaston County Norwood Statesville Gastonia Oakboro Union County Iredell County Ranlo Waxhaw Lincoln County Richfield Wingate Lincolnton B. Any municipal or county government which is not an initial member of the Council, including any municipal or county government in a state adjoining North Carolina (where permitted by the laws of said adjoining state) may join this Council by ratifying or adopting this Charter and upon the unanimous vote of the existing members. Notice of such application for admission shall be given each member in the manner prescribed by the Council By-laws at least ten (10) days prior to the date of the meeting at which the vote is to be taken.
