unanimous unless one or more votes against the admission of said governmental unit are cast, <br /> <br />irrespective of whether all members are represented at such meeting. <br /> <br /> C. Ail rights and privileges of membership in the Council shall be exercised on behalf <br /> <br />of the member governments by their delegates to the Council; and "delegates" as used in this <br />Charter shall, unless otherwise provided, include alternate delegates duly designated by <br />a member. <br /> <br /> D. Any municipal or county governmental unit located outside the geographical <br /> <br />boundary of "State Planning Region F", or any quasi-governmental agency involved in matters <br />affecting the health, safety, welfare or education of the citizens of North Carolina or <br />an adjoining state, shall be eligible to apply for an affiliate membership in the Council. <br />Such application may be approved and an affiliate membership granted to such <br />governmental or quasigovernmental unit upon the affirmative vote of a majority of the <br />membership attending any meeting at which a quorum is present. An affiliate member shall <br />pay no assessment, but the Council may charge all affiliate members a reasonable sum to <br />cover direct costs of such memberships. The affiliate member shall have no vote in the <br />Council or in any committee thereof, but its designated representative may serve on any <br />committee in an advisory capacity and may otherwise participate in the deliberations of <br />the Council. <br /> <br /> ITEM IV <br /> <br /> Purposes and Functions: The Council hereby established shall be a voluntary <br /> <br />organization of local governmental units organized and existing to (1) provide a framework <br />within which matters affecting the health, safety, welfare, education, recreation, economic <br />conditions, regional planning or regional development of and for the citizens within the <br />member governmental units may be discussed, studied and solutions or recommendations proposed; <br />(2) to implement courses of action relating to the matters within its jurisdiction; (3) to <br />promote intergovernmental cooperation, communication and planning; and (4) to review, upon <br />the request of state, federal or local governments, or agencies thereof, applications for <br />grants or funds for projects affecting citizens within the members' jurisdictions. <br /> <br /> ITEM V <br /> <br /> Representation: <br /> <br /> A. Each member governmental unit shall be represented in the Council by one delegate <br /> <br />or in his absence by a designated alternate, if any. All delegates and alternates shall be <br />elected members of the governing bodies of the member governmental units they represent. <br />The delegates and alternates, as well as their successors, shall be selected by the member <br />governing bodies in any manner consistent with law and the regulations governing such body, <br />and their names shall be certified to the Council in the manner prescribed by the By-laws <br />of the Council. Each governmental unit may designate any number of alternate delegates. <br /> <br /> B. The term of office of each delegate shall commence upon the date of his appointment <br /> <br />and certification to the Council by the governing body of the member governmental unit he <br />represents; and such term shall automatically expire December 31 following such <br />appointment, unless he shall sooner resign, cease to be an elected member of said governing <br />body, or be removed as a delegate by said governing body, in which case his term shall <br /> <br /> <br />
