F. The annual assessment for each member governmental unit shall be payable on or before <br /> <br />August i of each year and shall be delinquent thereafter. Any memb er of the Council which <br />becomes delinquent in the payment of its annual assessments shall lose all rights and <br />privileges of Council membership during such period of delinquency. Any new member shall <br />pay the full annual assessment for the current fiscal year regardless of its date of <br />admission. <br /> <br /> G. Ail revenues paid to the Council by member governmental units and all other <br /> <br />sources whatsoever shall be deposited in the general fund of the Council, and separate <br />revenue and expenditure accounts shall be maintained for each phase of operation of the <br />Council to the extent required by sound accounting practices, to include, but not be <br />limited to, such accounts for the general operating expenses of the Council and each special <br />project undertaken by the Council or any committee thereof. <br /> <br /> <br />
