Any municipal or county government which is not an initial <br /> <br />member of the Council, including any municipal or county government in a <br />state adjoining North Carolina (where permitted by the laws of said adjoining <br />state) may join this Council by ratifying or adopting this Charter and upon <br />the unanimous vote of the existing members. Notice of such application for <br />admission shall be given each member in the manner prescribed by the Council <br />By-laws~at least ten (10) days prior to the date of the meeting at which <br />the vote is to be taken. Such vote shall be deemed to be unanimous unless <br />one or more votes against the admission of said governmental unit are cast, <br />irrespective of whether all members are represented at such meeting. <br /> <br /> C. All rights and privileges of membership in the Council shall <br /> <br />be exercised on behalf of the member governments by their delegates to the <br />Council; and "delegates" as used in this Charter shall, unless otherwise <br />provided, include alternate delegates duly designated by a member. <br /> <br /> D. Any municipal or county governmental unit located outside the <br />geographical boundary of "State Planning Region F", or any quasi-governmental <br />agency involved in matters affecting the health, safety, welfare or education <br />of the citizens of North Carolina or an adjoining state, shall be eligible to <br />apply for an affiliate membership in the Council. Such application may be <br />approved and an affiliate membership granted to such governmental or quasi- <br />governmental unit upon the affirmative vote of a majority of the membership <br />attending any meeting at which a quorum is present. An affiliate member <br />shall pay no assessment, but the Council may charge all affiliate members <br />a reasonable sum to cover direct costs of such memberships. The affiliate <br />member shall have no vote in the Council or in any committee thereof, but <br />its designated representative may serve on any committee in an advisory <br />capacity and may otherwise participate in the deliberations of the Council. <br /> <br /> <br />
