- 7 - <br /> <br />behalf of, and shall ~e responsible to, the Council. The Council may <br />appropriate funds for the use of agency programs which it has received <br />from any source, including member assessments, provided such appropriation <br />is made in accordance with this Charter. <br /> <br /> 8. It is the desire of the membership of this C'ouncil to avoid <br />duplication of governmental functions, particularly in the planning and <br />development of future programs in areas of governmental responsibility, and <br />to that end this Council is created, should function, and these powers are <br />given. <br /> <br /> ITEM IX <br /> <br /> Financial: <br /> <br /> A. The general operating expenses of the Council shall be paid <br />from funds paid to the Council by each member governmental unit. The <br />annual contribution of each member governmental unit shall be based upon <br />the duly adopted budget for such year and shall be assessed on the basis <br />of the population (based upon the most recent U. S. Government census) <br />within the bounds of each member governmental unit. No reduction or <br />exception shall be made in instances where the population figures of two <br />or more governmental units reflect an overlapping population. <br /> <br /> B. All expenditures of the Council for special projects of the <br />Council or any committee thereof shall be paid from revenues paid in advance <br />by the member governmental units directly involved in such project and paid <br />especially for such special projects and from any other funds made available <br />for such projects from any other source whatsoever. All such revenue shall <br />be credited to a special revenue account and all expenditures charged to a <br />special expenditure account so that an exact cost accounting may be made at <br />the completion of any project. In no case shall, other general fund revenues <br />be used to pay any special project costs. In the event advance payments <br />made by member governmental units exceed or are less than the actual cost <br />of a special project, the excess shall be refunded to and tbe deficit pa~d <br />by the participating member units. <br /> <br /> <br />
