The budget for the Council for each f~scal year and the assessment of each member shall be adopted by the affirmative vote of at least seventy, five (75%) per 'cent of the representatives present at a meeting at which a quorum was present, provided notice of such vote has been given in accordance with the By-laws, and provided further said notice is accompanied by a copy of the proposed budget and assessment. D. The budget for the Council and the assessment for each member governmental unit shall be adopted by the Council no later than April 15 of each year. Provided, the Council shall publish and deliver to the delegates a budget estimate, indicating each member governmental unit's estimated share thereof, on or before March 31 of each year, if the actual budget shall not have been adopted by that date. E. The budget, once adopted, may be amended by the affirmative vote of at least seventy-five (75%) per cent of the representatives present at a meeting at which a quorum was present, provided notice of such vote has been given in accordance with the By-laws, and provided, further, said notice shall state in detail the proposed terms of the amendment and the reasons there for. F. The annual assessment for each member governmental unit shall be payable on or before August 1 of each year and shall be delinquent there- after. Any member of the Council which becomes delinquent in the payment of its annual assessments shall lose all rights and privileges of Council membership during such period of delinquency. Any new member shall pay the full annual assessment for the current fiscal year regardless of its date of admission. G. All revenues paid to the Council by member governmental units and all other sources whatsoever shall be deposited in the general fund of the Council, and separate revenue and expenditure accounts shall be main- tained for each phase of operation of the Council to the extent required by sound accounting practices, to include, but not be limited to, such accounts for the general operating expenses of the Council and each special project undertaken by the Council or any committee thereof.
