- 8 - <br /> <br /> C. The budget for the Council for each f~scal year and the <br />assessment of each member shall be adopted by the affirmative vote of at <br />least seventy, five (75%) per 'cent of the representatives present at a <br />meeting at which a quorum was present, provided notice of such vote has <br />been given in accordance with the By-laws, and provided further said <br />notice is accompanied by a copy of the proposed budget and assessment. <br /> <br /> D. The budget for the Council and the assessment for each member <br />governmental unit shall be adopted by the Council no later than April 15 <br />of each year. Provided, the Council shall publish and deliver to the <br />delegates a budget estimate, indicating each member governmental unit's <br />estimated share thereof, on or before March 31 of each year, if the actual <br />budget shall not have been adopted by that date. <br /> <br /> E. The budget, once adopted, may be amended by the affirmative <br />vote of at least seventy-five (75%) per cent of the representatives present <br />at a meeting at which a quorum was present, provided notice of such vote <br />has been given in accordance with the By-laws, and provided, further, said <br />notice shall state in detail the proposed terms of the amendment and the <br />reasons there for. <br /> <br /> F. The annual assessment for each member governmental unit shall <br />be payable on or before August 1 of each year and shall be delinquent there- <br />after. Any member of the Council which becomes delinquent in the payment <br />of its annual assessments shall lose all rights and privileges of Council <br />membership during such period of delinquency. Any new member shall pay the <br />full annual assessment for the current fiscal year regardless of its date <br />of admission. <br /> <br /> G. All revenues paid to the Council by member governmental units <br />and all other sources whatsoever shall be deposited in the general fund of <br />the Council, and separate revenue and expenditure accounts shall be main- <br />tained for each phase of operation of the Council to the extent required by <br />sound accounting practices, to include, but not be limited to, such accounts <br />for the general operating expenses of the Council and each special project <br />undertaken by the Council or any committee thereof. <br /> <br /> <br />
