The Board of Commissioners for the County of Cabarrus, <br /> <br />North Carolina, met in regular session at the County Cbu~thouse <br /> <br />in Concord, North Carolina, at 9:00 o'clock A.M., on March 6, <br /> <br />1972. <br /> <br /> Present: Chairman S.
