The Board of Commissioners for the County of Cabarrus, North Carolina met <br /> in regular session at the County Courthouse in Concord, on April 6, 1972 at <br /> 9:00 a,m. <br /> <br /> Invocation was by the Reverend J. Marion Rector, Kerr Street Baptist Church. <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> C. Frank James <br /> John A. Hammett <br /> Charles Gallimore <br /> <br /> Cormmissioners McClary moved that the Board adopt a resolution approving <br /> <br /> a request from the School Boards for a $9.75 million referendum for school <br /> improvements, and setting September 9, 1972 as the school bond election date. <br /> This resolution is recorded on Page I%q and becomes a part of these <br /> minutes. <br /> <br /> Don T. Howell, Director of Utilities of the Board of Light and Water <br /> Commissioners of the City of Concord, appeared before Commissioners to discuss <br /> proposed new wastewater treatment facilities that would cover 95 per cent of <br /> the County. <br /> <br /> Howell said that such a project is contingent on passage of the statewide <br /> $150,000,000 clean water bond referendum on May 6, 1972. <br /> <br /> Of the County's share ($1,766,150) if the bonds are approved the State <br />would pay $367,500 in sewer funds or 25%; and the Federal Government would <br />contribute 55% or $808,000, leaving 20%, or $294,000 for the County to pay. <br /> <br /> S. Glenn Hawfield, Jr. Chairman of the Board of County Commissioners, <br />expressed the Board's endorsement of the Clean Water Bonds and said that <br />sewage disposal is a big question in the County and the County has no <br />alternative but to get involved. <br /> <br /> Hawfield pledged the County's cooperation in working with the City <br /> <br />Light and Water Department to get "the best solution to the waste treatment <br />problem." <br /> <br /> Gallimore made motion seconded by James, and carried, appointing <br /> <br />Mrs. C. B. Barber and John Sharpe Hartsell as Co-Chairman of a Committee for <br />the.preservation of public records of Cabarrus County. The two will select <br />their own Committee members who will investigate the need of updating the <br />records department, rebinding of worn-out books and overseeing the moving of <br />the records from the present courthouse to the new one. <br /> <br /> Gallimore reported that County Building Inspector Charlie Irvin and <br />Planning Director Alvin Moser had reviewed plans for the new 100 unit apart- <br />merit complex in Royal Oaks on Lake Concord Road with the developer and they <br />meet all county building regulations and lot size ordinances. <br /> <br /> <br />
