The Board of Commissioners for the County of Cabarrus met in regular session at the Courthouse in Concord, North Carolina on Monday, November 6, 1972 at 9:00 a.m. Present:Chairman: S. Glenn Hawfield, Jr. Commissioners: Robert A. McClary C. Frank James John A. Hammett Absent: Commissioner: Charles Ga llimore The invocation was by the Reverend Coy Privette of North Kannapolis Baptist Church. The minutes of the October 2, 1972 meeting were read and approved. McClary made motion, seconded by Mammett to adopt the Resolution Relating to the Annexation of Territory to Kannapolis Sanitary District. Vote carried. This resolution is recorded on page 169 and becomes a part of these minutes. Motion by McClary to adopt Resolution Relating to the Annexation of Territory to Royal Oaks Sanitary D~strict, was Seconded by Hammett and vote carried. This resolution is recorded on page 170 and becomes a part of these minutes. Mrs° Virginia Pethel, Carl Blue and Carl Wright appeared to ask l ~ endorsement of group living in the co~unity for psychiatric outpatients from the Veterans Administration Hospital. They were asked to meet with Mental Health, Health Department, Social Services and Veterans Adminis- tration. The recommendations ensuing from this meeting are to be presented to the Commissioners at the next meeting. Hammett made motion, seconded by McClary to appoint S. F. Brown, Mrs. Joanne C. Potts (Lawrence L.) and Jerry Hagler as Commissioners for the Jackson Park Sanitary District. Vote carried. Chairman Hawfield called the ~?ublic Hearing on the questing of farm assessment at farm values rather than actual values to order. Twelve (12) persons spoke in favor of assessment at farm value. They were William E. Cook, George Stacey, Guy Isenhour, Ernest Porter, Jr., · J.O. Pharr, Donald Hill, Jim Wise, Ralph Bonds, Mac Cline, Troy Cook, I Joe Sims and Lipe Barrier. Approximately 150 persons attended with all in favor of farm assessment at farm value.
