The Board of Commissioners for the County of Cabarrus met in regular session at the <br /> <br />Courthouse in Concord, North Carolina, on Monday, 3une 4, 1973 at 9:00 a.m. <br /> <br /> Present: Chairman - S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> Charles Gallimore <br /> C. Frank James <br /> John A. Hammett <br /> <br /> Invocation was by the Reverend Gilbert Pierce of Shadybrook Baptist Church. <br /> <br /> Minutes of the May 7, 1973 meeting, May 11, £973 special session, May 22, 1973 special <br /> <br />session, May 23, 1973 meeting of the Board of Equalization and Review, May 29, 1973 special <br /> <br />session, and June 1, 1973 special session were read and approved. <br /> <br /> Floyd Medlin appeared before the Board complaining about paying Sanitary District Tax <br /> <br />in Rockland Sanitary District without receiving services from the Sanitary District. Floyd <br />Medlin presented a letter from Dr. Harris which documented his physical disability from <br />byssinosis secondary to TBC. Chairman Hawfield clarified the Board's position with respect <br />to the Sanitary District, and Mr. Medlin was advised to reconcile his problem with the <br />officials of Rockland Sanitary District. <br /> <br /> Bids were received and opened at 9:30 a.m. for furnishing a bulldozer to the County, <br /> <br />to be used at the County Landfill Operation commencing July 1, 1973. Bids were received <br /> <br />from: <br /> <br /> Carolina Tractor & Equipment Company $93,824.00 <br /> <br /> E. F. Craven Company 86,209.00 <br /> <br /> Mr. Fred Heath with the E. F. Craven Company appeared before the Board and explained <br /> <br />his company's bid and described the equipment that his company proposed to supply the <br />County. Action on awarding the contract was deferred until the proposals could be compared <br />with the specifications. <br /> <br /> Chairman Hawfield presented a proposal from Mr. Mathey Davis, with the N. C. Department <br /> <br />of Natural and Economic Resources, regarding services that are available to the County on <br />a contract basis with respect to preparation of the base map, land use map, and technical <br />assistance with a County Zoning Ordinance. The cost of this contractual service is <br />$3,730.00. Action deferred. <br /> <br /> County Attorney, John Boger, presented a resolution regarding naming roads outside city <br /> <br />limits, including the one-mile perimeter. County Attorney, John Boger, read N. C. G. $. <br />153-9(45) which gives the Board authority to name roads in the County (outside the one-mile <br />perimeter). Motion by McClary, seconded by Gallimore to accept the resolution and approve <br />the road names used by the County Planning and Zoning Board. Vote carried unanimously. A <br />copy of the resolution and road names shall be forwarded to the City of Concord, Town of <br />Mt. Pleasant, N. C. State Highway Commission, and the local postmaster. This resolution <br />is recorded on Page 218 and becomes a part of these minutes. <br /> <br /> Mr. Hugh Price, Cabarrus Soil & Water Conservation Service, appeared before the Board <br /> <br />and presented a film presentation on soil survey which had been prepared by the U. S. <br /> <br />Department of Agriculture. Also present were: S. I. Parker, L. D. Coltrane, III, Sam Colerider <br /> <br /> <br />
