-~The Board of Commissioners for the County of Cabarrus met in regular session at the <br /> <br /> Courthouse in Concord, North Carolina, on Monday, July 9, 1973, at 9:00 a. m. <br /> <br /> Present : Chairman - S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> Charles Gallimore <br /> C. Frank James <br /> John Hamme t t <br /> <br /> Invocation was by the Reverend Robert (Bob) Little from Rocky Ridge United Methodist <br /> <br /> Church. <br /> <br /> Minutes of the June 5 (special session), June 8 (special session), June 16 (special <br /> <br /> session), June 19 (special session), and June 21 (special session), were read and approved. <br /> <br /> Chairmen Hawfield appointed Commissioner C. Frank James to.'..the Construction Committee <br /> <br /> for the New Courthouse. <br /> <br /> County Attorney, John Boger, reported on his investigation of the Ester Circle and <br /> <br /> Bethel Co~mmunities request for water and sewer services. Mr. Fleetwood, with the FHA Office <br /> in Monroe, N. C., will meet with Reveremd Koeneke and citizens from the Ester Circle and <br /> Bethel Communities. <br /> <br /> Chairman Hawfield reported on the absence of the American Flag in front of Cabarrus <br /> <br /> Memorial Hospital. He reported that construction at the hospital has been the determining <br /> factor in the absence af the flag in front of the hospital, and he stated that action will be <br /> deferred on this request until construction is completed. <br /> <br /> County Attorney, John Boger, and County Administrator, Richard Wade, reported on the <br /> <br /> Jaycees request to use the County property adjacent to the County Health Department for a <br /> minibike trail. Mr. John Howard of the Concozd Jaycees will formally present a request to <br /> the Board. Action was deferred on this request until the Jaycees proposal is received by <br /> the Board. <br /> <br /> A public hearing was held on the Tentative Budget for Fiscal Year 1973/74. No objections <br /> <br /> were presented. Motion by McClary to adopt tke 1973/74 Tentative Budget as presented <br /> <br /> based on a Tax Rate of $1.23 per $100 of assessed valuation. Seconded by Gallimore. <br /> <br /> Vote carried unanimously. This Budget is recorded on page 225 and becomes a part of the <br /> <br /> minutes. <br /> <br /> A public hearing was held on the abandonment of the Right-of-Way of SR 1622. County <br /> <br /> Administrator, Richard Wade, read the Notice from the Petitioners. Mr. William Mills, <br /> Attorney, represented the petitioners, Mr. W. C. Peurifoy and Mr. Fred Suther. County <br /> Administrator, Richard Wade, presented a resolution to abandon the Right-of-Way on SR 1622. <br /> Motion by McClary, seconded by Gallimore, to adopt the resolution to abandon the Right-of- <br /> Way on SR 1622. Vote carried unanimously. This resolution is recorded on page 226 and <br /> becomes a part of these minutes. <br /> <br /> Chairman Hawfield discussed the contract received from the N. C. Department of Natural <br /> <br /> and Economi~ Resources relative to selected zoning, county base map, and related services. <br /> <br /> Commissioner Gallimore introduced a resolution that the County enter into a contract with <br /> <br /> <br />
